Provides independent federal HR support across staffing, classification, benefits, employee relations, information systems, and policy development. Serves as a project lead, collaborating with stakeholders to implement project objectives and deliver HR services for current or future federal government clients.

Performs federal civilian staffing and placement, including determining assessment methods, developing job analyses, creating vacancy announcements in USA Staffing, evaluating candidate qualifications, and issuing referral lists. Requires expertise in Title 5 laws and regulations, federal reduction in force and workforce reshaping, and 5 C.F.R. Part 351. The role supports potential future federal government contract opportunities and requires a Public Trust clearance and DEU certification.

Provides federal position classification and position management advisory services to supervisors and managers. Develops and reviews position descriptions, determines titles, occupational series, grades, bargaining unit status, and FLSA status, and prepares evaluation statements, narrative justifications, OPM OF-8 forms, and related attachments. Ensures classification actions comply with OPM standards, guides, and regulations while communicating and defending determinations effectively.

Develops employee relations policies and procedures, interprets 5 CFR 752 and 5 CFR 432, and coordinates with legal advisors on sensitive matters. The role supports potential future Federal government contract opportunities.

Leads large-scale HRMS modernization and implementation programs from planning through stabilization. Manages PMO governance, schedules, budgets, resources, risks, stakeholders, vendors, HR system integration, data migration, testing, go-live, change management, training, and adoption. Ensures alignment with business objectives, federal regulations, privacy requirements, FedRAMP, and cybersecurity standards while coordinating HR, payroll, IT, executives, and implementation partners.

Provides federal staffing, recruitment, and classification services using HR information, personnel/payroll, and staffing systems. Troubleshoots system and processing issues, resolves problems, recommends system enhancements, and performs other assigned duties. The role requires 3–5 years of federal staffing, recruitment, and classification experience, plus Public Trust clearance.
