Owns functional requirements, design, testing, production support, and issue resolution for the Department of Labor’s Oracle Federal Financials system. The role ensures accounting processes are audit-ready and compliant with federal financial management standards. Responsibilities include requirements traceability, test planning and execution, defect resolution, Tier 2/3 support, quality assurance, change control, analytical deliverables, audit support, and mentoring junior analysts.
Significance, Inc is seeking a Senior Management Business Analyst to support an upcoming federal program (contingent upon award). This position is primarily remote, with occasional onsite support at the Department of Labor (DOL) office in Washington, DC, as needed. This position requires the ability to obtain and maintain a Public Trust.
The U.S. Department of Labor keeps its books in the New Core Financial Management System (NCFMS), an Oracle E-Business Suite platform used by about 1,600 people to move roughly $70 billion a year. You will be the senior functional link between DOL accountants and the people who build and fix the system. You will own requirements, testing, and the hardest production problems in Federal Financials. When the general ledger does not tie out at year-end, that lands with you.
Objective: keep NCFMS functionally correct and audit-ready, so that DOL's accounting operations close on time and every configuration, interface, and enhancement change holds up under Treasury, OMB, GAO, and financial statement audit scrutiny.
Required Skills:
Minimum 9 years of professional experience as a Business Analyst, Functional Analyst, or ERP business systems analyst supporting enterprise financial management systems. Federal financial systems experience strongly preferred within that total.
• Minimum 5 of those 9 years hands-on functional experience with Oracle E-Business Suite Federal Financials in one or more of: General Ledger, Accounts Payable, Accounts Receivable, Fixed Assets, Sub Ledger Accounting, Budget Execution, Purchase Cards, and Oracle Projects.
• Functional business process analysis for a federal ERP system, spanning each aspect of both traditional and Agile SDLCs - requirements through design, test, deployment, and post-production support.
• Demonstrated experience eliciting, analyzing, and documenting business and functional requirements; authoring functional design documents, use cases, and process flows; maintaining requirements traceability; and validating that requirements were correctly implemented.
• Test planning and execution: developing test scenarios, scripts, and traceability matrices; executing unit, system, integration, regression, and User Acceptance Testing; documenting results and driving defects to closure.
• Production support and complex issue resolution: triaging user-reported issues, root-cause analysis, researching transaction and posting-logic errors, and coordinating resolution with technical, DBA, and security teams - including Tier 2 and Tier 3 functional support.
• Authoring senior-level analytical deliverables: analysis papers, analyses of alternatives, decision papers, and other project deliverables for Government review.
• Performing quality assurance and oversight of functional work products - peer review of requirements, design, and test artifacts.
• Working knowledge of federal financial management compliance drivers: U.S. Standard General Ledger (USSGL), Treasury Financial Manual, FASAB standards, OMB circulars, GAO guidance, budget execution and funds control, and the Anti-Deficiency Act.
• Experience with structured change control and Change Control Board processes.
• Experience managing assigned work in an industry-standard issue and backlog management tool
• Ability to perform with limited supervision and to provide direction, review, or mentoring to less senior analysts
