Aquatech’s business is entering a period of rapid global growth. Program Manager - Business Execution & Integration will support execution of the global strategy by establishing the structure, coordination, reporting, and accountability required to convert business priorities into completed actions and measurable results.

The role serves as an internal execution and organizational integrator, working across engineering, technology, project execution, commercial, supply chain, finance, HR, regional teams, and other Aquatech organizations. The Program Manager will coordinate cross-functional initiatives, develop and maintain implementation schedules, establish reporting and KPIs, manage organizational interfaces and stakeholder agreements, track commitments, and drive follow-through.

A significant emphasis of the position is working effectively within Aquatech’s matrix organization. The Program Manager will establish clear working agreements with internal and partner organizations regarding scope, responsibilities, resources, interfaces, deliverables, schedules, governance, and reporting. Success depends on creating organizational accountability and achieving results through coordination and influence rather than direct authority.

This is not a customer project-management or PMO position. Project managers and functional organizations retain accountability for customer projects and technical deliverables. This role applies program- and project-management discipline primarily to internal organizational, strategic, standardization, product-development, and business-improvement initiatives.

Key Responsibilities

1. Business Operating Rhythm & Accountability

Establish and maintain the  operating cadence, dashboards, KPIs, action tracking, decision logs, business reviews, and reporting processes required to provide clear visibility into priorities, commitments, accountable owners, milestones, risks, resource requirements, and completion status.

2. Internal Program & Initiative Execution

Convert priorities into executable internal programs with defined scope, owners, schedules, milestones, dependencies, resources, KPIs, and completion criteria; coordinate implementation across functions and organizations while functional and technical teams retain ownership of their respective technical scope and deliverables.

Internal initiatives may include organizational integration, global execution-model implementation, engineering and execution standardization, product development and productization, process improvements, business systems, supplier strategies, and organizational or cultural change.

3. Global Strategy Execution & Organizational Infrastructure

Translate the global strategy into practical organizational actions by coordinating roles and responsibilities, decision rights, resource requirements, operating processes, governance, standardization, organizational interfaces, and implementation activities required to support global execution and continued growth.

4. Matrix Organization & Stakeholder Management

Develop and maintain effective working agreements and partner Aquatech organizations, defining scope boundaries, responsibilities, shared resources, interfaces, deliverables, schedules, communication requirements, governance, reporting, and escalation paths while tracking commitments and reinforcing organizational accountability.

Initial Priorities

During the first six months, the Program Manager should:

1. Implement the Global Execution Model

Drive implementation and organizational adoption of the Global Execution Model by converting the defined strategy into a structured implementation program with clear organizational responsibilities, schedules, milestones, dependencies, governance, decision rights, KPIs, and completion criteria.

Maintain the integrated implementation schedule; coordinate activities across and partner Aquatech organizations; establish required stakeholder agreements; track commitments and dependencies; identify resource constraints and implementation barriers; facilitate resolution and escalation; and drive completion of actions required to embed the model into normal business operations.

2. Establish the Operating & Reporting Cadence

Implement a consistent business operating rhythm with defined reviews, reporting requirements, dashboards, KPIs, action tracking, decision tracking, and follow-through.

Establish practical mechanisms for measuring progress against business priorities and internal initiatives and for identifying overdue actions, resource constraints, dependencies, and issues requiring resolution.

3. Establish Organizational Interfaces, Governance & Accountability

Document and implement the working infrastructure required to operate effectively across the matrix organization and partner Aquatech organizations.

Define and maintain organizational interfaces, scope boundaries, stakeholder agreements, roles and responsibilities, decision rights, shared-resource expectations, communication requirements, governance, reporting, and escalation paths.

Develop practical dashboards and KPIs to provide visibility into implementation progress, organizational commitments, resource requirements, business performance, and critical risks. Track agreed actions and deliverables to completion and reinforce accountability across participating organizations.

Required Experience & Capabilities

  • Significant experience in program management, business operations, engineering, organizational transformation, or similar cross-functional execution roles.

  • Demonstrated ability to convert strategy and broad organizational objectives into structured implementation plans, schedules, milestones, owners, KPIs, and measurable results.

  • Strong program- and project-management discipline applied to internal organizational and business initiatives.

  • Experience developing dashboards, KPIs, reporting systems, governance processes, and management routines.

  • Strong business and financial understanding with the ability to organize and communicate business-performance information.

  • Demonstrated experience working in complex matrix organizations and coordinating work across functions, regions, and partner organizations.

  • Ability to establish clear stakeholder agreements regarding scope, responsibilities, interfaces, resources, schedules, deliverables, and accountability.

  • Strong organizational and analytical skills with disciplined action tracking and follow-through.

  • Ability to influence teams and reinforce accountability without direct reporting authority.

  • Clear, concise communication skills with the ability to organize complex issues into actionable information.

  • High degree of integrity, discretion, urgency, and sound judgment.

Preferred Experience

Experience in , water treatment, industrial technology, engineering, construction, or capital-equipment businesses is preferred. Familiarity with ultrapure water, industrial wastewater treatment, water reuse, zero-liquid discharge, or semiconductor infrastructure is beneficial.

Experience implementing global operating models, coordinating geographically distributed organizations, developing internal standards and processes, or executing cross-functional organizational change is highly desirable.

Behaviors

Execution Focused – Converts strategy, plans, and decisions into structured actions and follows them through to completion.

Accountable – Establishes clear ownership, due dates, deliverables, and expectations and consistently tracks commitments.

Structured & Organized – Uses schedules, dashboards, KPIs, action registers, governance, and reporting to create visibility and maintain progress.

Collaborative & Influential – Works effectively across a matrix organization and obtains commitments from teams and partner organizations without relying on formal authority.

Fact Based – Uses data, KPIs, schedules, and documented commitments to identify issues and communicate status objectively.

Persistent – Maintains follow-through across functions and organizations and does not allow actions, decisions, or commitments to stall.

Practical – Focuses on implementation, removing organizational barriers, and creating processes that improve execution rather than adding unnecessary administrative complexity.

Adaptable – Adjusts priorities, schedules, and coordination as business conditions and organizational requirements change.

Reporting & Governance

Program Manager - Business Execution & Integration will report to the Vice Presidents with one VP designated as the primary day-to-day sponsor and performance-review owner.

The position is expected to operate primarily as an individual contributor working across a matrix organization. Functional, regional, engineering, project, and account organizations retain accountability for their respective scope and deliverables.

The Program Manager does not lead the  PMO or assume responsibility for individual customer projects. The role provides the internal program-management structure, coordination, schedules, reporting, KPIs, stakeholder alignment, governance, and accountability mechanisms required to execute the global strategy and internal organizational initiatives.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
