Responsibilities

The Senior Federal Program Manager serves as the orchestration lead for Microsoft’s most strategic and complex Federal work. This role collaborates across Sales, solution architects, partners, delivery teams, and customers to ensure opportunities are properly qualified, structured, governed, and successfully delivered. The Senior Federal Program Manager drives deal readiness, partner coordination, risk management, financial oversight, and stakeholder alignment from pursuit through delivery.

Deal Shaping & Pursuit Support

  • Support complex Federal pursuits from qualification through contract award and project delivery.
  • Collaborate with Sales, Architects, and Delivery teams to assess deal feasibility, delivery readiness, and execution risk.
  • Contribute to the development of statements of work (SOWs), estimates, work breakdown structures (WBS), staffing plans, and delivery strategies.
  • Ensure opportunities are structured for successful execution and aligned to customer outcomes.

Partner & Stakeholder Orchestration

  • Serve as a central coordination point across Microsoft teams, partners, and customer stakeholders.
  • Facilitate partner identification, onboarding, contracting, and engagement activities.
  • Drive alignment among Sales, Solution Areas, Delivery organizations, and partner ecosystems.
  • Lead governance and stakeholder communications to ensure clarity, accountability, and execution momentum.

Program Delivery Governance

  • Establish delivery plans, resource strategies, governance structures, and success criteria for complex engagements.
  • Manage risks, dependencies, issues, change control processes, and compliance requirements.
  • Monitor project health, milestones, KPIs, and delivery commitments.
  • Ensure readiness for Sales-to-Delivery handoff and successful transition into execution.

Financial & Business Management

  • Track project financials, including forecasting, budget management, revenue attainment, and resource utilization; support consumption acceleration and identify opportunities for additional business growth.
  • Contribute to forecasting, backlog management, and portfolio health reviews.
  • Drive accountability for profitability while balancing customer success and delivery excellence.

Project Team Leadership & Enablement

  • Lead multiple concurrent, cross-functional project teams through ambiguity, competing priorities, and complex delivery environments.
  • Create an inclusive, respectful, and psychologically safe environment where team members can raise concerns, challenge assumptions, and ask for help.
  • Establish clear roles, decision rights, priorities, and accountability across workstream leads, consultants, architects, partners, and customer teams.
  • Coach and empower project leaders while providing timely direction, constructive feedback, and escalation support.
  • Proactively monitor team capacity, workload, morale, and delivery friction, and remove organizational and operational barriers that impede success.
  • Navigate conflict with empathy and candor, balancing individual needs, customer commitments, and business outcomes.
  • Recognize team contributions and foster collaboration, resilience, professional growth, and shared ownership of outcomes.

Risk, Compliance & Operational Excellence

  • Ensure adherence to security, privacy, compliance, and Federal delivery requirements.
  • Lead risk assessment activities and mitigation planning.
  • Drive process consistency, documentation quality, lessons learned, and continuous improvement initiatives.
  • Promote reuse of tools, intellectual property, and best practices across engagements.

What Success Looks Like

  • Complex opportunities are qualified and structured earlier, and project teams have clear priorities, decision rights, roles, and accountability.
  • Risks and dependencies are identified before commitments are made, and leadership receives concise, decision-ready information before intervention is required.
  • Partners and delivery teams are engaged proactively, aligned to delivery objectives, and empowered to raise concerns and risks early.
  • Customers experience a smooth transition from pursuit to delivery, and cross-team blockers are resolved quickly with commitments consistently closed.
  • Deals accelerate consumption, improve delivery confidence, and strengthen customer trust while appropriately balancing team capacity, customer expectations, financial outcomes, and employee well-being.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
