Oscilar is a leading AI Risk Decisioning™ platform used by top banks, fintechs, credit unions, and e-commerce platforms to power critical credit, fraud, and compliance decisions.

Founded by Neha Narkhede, creator of Apache Kafka and co-founder of Confluent (NASDAQ: CFLT), Oscilar has seen rapid growth — scaling 7x in 2024 and landing customers such as SoFi, MoneyGram, Experian, Nuvei, and Dave.

We’re building the future of risk management: an AI-first, self-evolving platform that empowers risk teams to create, test, and deploy sophisticated decision workflows using natural language.

Why join us:
  • Mission-driven teams: Work alongside industry veterans from Meta, Uber, Citi, and Confluent, all united by a shared goal to make the digital world safer.

  • Ownership and impact: We believe in radical ownership. You'll be empowered to take responsibility, move fast, and make decisions that drive our mission forward.

  • Innovate at the cutting edge: Your work will shape how modern finance detects fraud and manages risk.

About the Role

We’re looking for a strategic and hands-on People Operations Manager to help build our People function from the ground up. This role will elevate our employee experience and build scalable people programs that align with our company’s mission, values, and growth trajectory. This role will oversee the full employee lifecycle — from onboarding and engagement to performance, compensation, culture, and offboarding — ensuring that our people programs enable both individual and organizational success.

The ideal candidate is a builder at heart, comfortable developing processes from the ground up, and passionate about creating an environment where employees can do their best work.

Responsibilities

Performance & Development

  • Design, manage, and continuously improve our performance review cycles, ensuring clear expectations, fairness, and actionable feedback.

  • Implement career development programs and frameworks that promote professional growth and retention.

Compensation & Rewards

  • Partner with Finance and Leadership on annual compensation reviews, bonus structures, employee levels, and equity planning.

  • Own and manage the entire suite of Employee Benefits (healthcare, dental, vision, etc.)

Onboarding & Engagement

  • Oversee a seamless and engaging onboarding experience that sets new hires up for success from day one.

  • Design and administer employee engagement surveys, analyze results, and drive measurable improvements.

  • Lead initiatives focused on recognition, including offsites, events, and rituals that strengthen culture.

  • Implement AI-powered tools and automations to reduce operational load and improve employee experience

HR Operations

  • Serve as a strategic thought partner to managers on people-related strategy and org design.

  • Oversee core HR processes, including payroll, compliance, benefits, policies, and systems (HRIS).

  • Stand up and own key compliance infrastructure (e.g., policy reviews, required statutory training and external audits).

  • Create and maintain clear documentation across all People processes and tooling.

Requirements
  • 5+ years of experience in People Operations, HR Business Partnering, or similar roles, ideally in high-growth or startup environments.

  • Proven track record implementing performance management, compensation, and engagement programs.

  • Strong understanding of HR best practices, employment law, and compliance.

  • Analytical and data-driven; able to derive insights from people metrics to guide strategy.

  • Experience building HR programs from scratch and proven experience leveraging AI to improve employee experience.

  • Excellent communication and stakeholder management skills — able to influence at all levels.

  • Empathetic, proactive, and deeply committed to creating an exceptional employee experience.

  • Exceptional project management skills and proven ability to own initiatives end-to-end.

  • Self-starter who thrives in fast-paced, high-growth environments.

Benefits
  • Compensation: Competitive salary and equity packages, including a 401k

  • Flexibility: Remote-first culture — work from anywhere

  • Health: 100% Employer covered comprehensive health, dental, and vision insurance with a top tier plan for you and your dependents (US)

  • Balance: Unlimited PTO policy

  • Technical: AI First company; both Co-Founders are engineers at heart; and over 50% of the company is Engineering and Product

  • Culture: Family-Friendly environment; Regular team events and offsites

  • Development: Unparalleled learning and professional development opportunities

  • Impact: Making the internet safer by protecting online transactions

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
