Job Summary:

The Management Analyst 1 position requires an individual with an Active Secret Clearance to support NSWC PHD. Under minimal supervision, the Management Analyst 1 will provide supply support, communicate with vendors, and prepare mitigation strategies. Additionally this role will analyze technical documentation, monitor procurements, perform inventory reports, and participate in working groups to address supply issues.

As with any position, additional expectations exist. Some of these include, but are not limited to, adhering to normal working hours, meeting deadlines, following company policies as outlined by the Employee Handbook, communicating regularly with assigned supervisor(s), staying focused on the assigned tasks, and completing other tasks as assigned.


Responsibilities:

● Review all procurement purchase requests utilizing the Procurement Request Tool (PRT) or a designated replacement.

● Review and understand technical specifications.

● Conduct market research to obtain price quotes and information regarding interested vendors for open purchases and document in the appropriate system to include eRetrograde Management System (e-RMS), Navy Enterprise Resource Planning (ERP), DoD E-Mall, OneTouch, GSA Advantage & Haystack as appropriate to purchase type.

● Document market research results in the purchase request electronic database.

● Provide information that government personnel may use to identify suggested sources.

● Provide information to aid government employees in making decisions on sources.

● When required, research, request, and document the Unique Material Master (UMM) identification number for all material not found in US Navy supply system.

● Input required purchase request information accurately into the Navy ERP system.

● Input Military Standard Requisitioning & Issue Procedures (MILSTRIP) Purchase Requests (PRs) in Navy ERP system using information received from the requirement generator.

● Create MILSTRIP Direct Cite PRs in Navy ERP using information received from the requirement generator.

● Create both Material and Service P-card PRs in Navy ERP using information received from the requirement generator.

● Create outgoing funding documents (OFD) in Navy ERP using information received from the requirement generator.

● Track status of all initiated and assigned PRs through the entire Navy ERP workflow process by checking the database for updates multiple times throughout the day, reviewing for errors or rejections to ensure all PRs are approved.

● Ensure all tasks are assigned, prioritized, and completed according to the project schedule.

● Requires strong ability to communicate effectively both in writing and verbally with superior attention to detail.


Qualifications:

Basic:

  • Active DoD SECRET Security Clearance.
  • Bachelor’s degree in Business, Logistics, or related discipline and 1+ years directly related DoD experience.
  • 1-3 years knowledge and experience using the Microsoft Suite including SharePoint, Power BI, Excel, Outlook, and Teams.
  • 1-3 years knowledge or experience in the DoD or Government environment.
  • Must be a US Citizen

Preferred:

  • 1-3 years of technical experience in support of the Department of Defense (DoD) efforts to include; system support, logistics/equipment support, and programmatic support.
  • Project or Program Management Professional Certification or Certified DAWIA Level 2 or 3 in Program Management.
  • Direct experience with U.S. Navy and NSWC PHD processes and systems preferred.
