Boeing is seeking an Intelligence Systems Senior Electrical Engineering Manager in Huntington Beach, California to support the Combat Survivor Evader Locator (CSEL) program within Ground and Mission Operations, part of Intelligence Systems in SI&WS. This position will serve as a functional engineering manager and technical leader, providing direct program support to CSEL while also managing and developing engineers with similar functional backgrounds across CSEL and other Intelligence Systems programs.
This role will guide a team of engineers supporting program execution, sustainment, modernization, software/hardware integration, cybersecurity-related efforts, proposal development, and technical problem resolution. The selected candidate will work closely with program leadership, technical leads, customers, and suppliers to ensure successful execution and long-term mission support.
The CSEL program provides mission-critical combat search and rescue capabilities and includes systems engineering, logistics, software maintenance, information assurance, production engineering, and sustainment support. This role will help ensure technical excellence, workforce development, and continued program success across the broader capability area.

Position Responsibilities:
Functional Leadership
- Manage, develop, and motivate a team of engineers supporting CSEL and other Intelligence Systems programs
- Provide functional oversight for engineering staff performing day-to-day technical and program support across multiple programs
- Support talent management, including hiring, mentoring, development, and career growth
- Ensure workforce planning, staffing, and retention needs are aligned to program demands and broader functional capability needs
- Identify skill gaps and work cross-functionally to develop training and growth opportunities
- Maintain visibility into team performance, development plans, and future capability needs
- Partner with program and technical leadership to ensure adequate engineering support for current and future needs across the capability
Program and Technical Support
- Support the technical execution of employees by providing guidance, tools, approaches, and subject matter support to define products, manage risks and opportunities, and resolve issues
- Ensure technical integrity and engineering excellence across supported program activities
- Establish and sustain a culture of proactive technical oversight, disciplined execution, and rapid issue resolution
- Oversee and contribute to proposal technical content and new business support related to CSEL and other Intelligence Systems efforts as applicable
- Support short-term execution oversight for critical projects, issue resolution, and program support needs
- Interface with customers, suppliers, and program leadership on technical, schedule, and performance matters
- Coordinate with functional and program leads to ensure requirements, plans, and resources are aligned for successful execution
Business Growth / Technology Insertion
- Support modernization, technology insertion, and business growth efforts for the CSEL program and related Intelligence Systems capabilities
- Help shape technical roadmaps aligned to future mission needs, including cybersecurity and information assurance priorities
- Partner with business development and technical leadership to support future pursuits, investments, and product evolution
- Provide input to strategies that improve mission effectiveness, sustainment, and long-term competitiveness
Process and Continuous Improvement
- Support development and execution of integrated departmental plans, policies, procedures, and processes
- Define and implement engineering best practices, metrics, and monitoring approaches
- Lead or contribute to process improvement initiatives and lean execution efforts
- Share best practices and lessons learned across the engineering team
- Ensure effective communication and coordination across functional, programmatic, and technical stakeholders

- Demonstrated experience leading engineering teams through all phases of development, sustainment, and support
- Demonstrated ability to work effectively with customers, suppliers, teammates, and program leadership
- Experience collaborating cross-functionally across multiple organizations and functions
- Strong knowledge of systems engineering, hardware/software integration, and lifecycle/process tools
- Demonstrated experience leading technical teams supporting complex DoD or Intelligence Community programs
- Proven experience developing employees and managing staffing needs in a dynamic environment
- Demonstrated experience supporting multiple concurrent programs, projects, or product lines
- Experience in program sustainment, logistics, production support, or engineering support environments
- Excellent written and oral communication skills
Preferred Qualifications (Desired Skills/Experience):
- Typical minimum of 15 years of experience in an engineering or technical discipline, with 4+ years of management experience
- Advanced technical degree
- Background in cybersecurity, information assurance, or cyber-related mission support
- Experience supporting secure communications, encryption, mission systems, or protected data environments
- Experience with risk management and root cause corrective action (RCCA)
- Experience with Earned Value Management (EVM), cost/schedule performance tracking, or CAM-like responsibilities
- Experience with proposals, capture, and development of technical content
- Experience leading or supporting modernization efforts for fielded systems
- Experience with product sustainment, software maintenance, and production engineering
- Familiarity with military communications systems and/or command and control systems
- Experience managing engineering teams in both functional and programmatic structures
- Ability to support growth strategies and technical roadmaps for mission-critical programs
