The ideal candidate will have prior experience serving in a Responsible Person (RP) role and be comfortable interfacing with the ATF, local Authorities Having Jurisdiction (AHJs), and other regulatory bodies. This individual should bring practical knowledge of high-hazard operations, including propellant handling, explosive materials management, and test readiness support. This position requires extensive travel to test sites, operational locations, and regulatory or partner facilities, potentially on short notice.

Key Responsibilities
• Develop, implement, and maintain EHS programs for test site operations, including  hazardous testing activities involving explosives, pyrotechnics, liquid propellants, and hypergols.
• Support safe handling, storage, transportation, and use of explosive materials in compliance with ATF regulations and company policies.
• Serve as a key EHS resource for operational readiness reviews, hazard analyses, test  planning, and pre-job safety assessments.
• Partner with engineering, operations, and test teams to identify hazards and implement effective controls for high-risk activities.
• Maintain compliance with applicable ATF, OSHA, EPA, DOT, state, and local regulatory requirements.
• Interface with local AHJs, fire departments, environmental agencies, and external regulators during inspections, permitting, and incident follow-up.
• Support or serve in a Responsible Person (RP) capacity for regulated explosive  operations, as applicable.
• Develop and deliver training related to explosives safety, hazardous materials handling, emergency response, PPE, and safe work practices.
• Lead or support incident investigations, root cause analyses, and corrective/preventive action tracking.
• Conduct audits, inspections, and assessments of test facilities, magazines, storage areas, and operational processes.
• Support development of emergency response plans for test site incidents involving explosives, propellants, fires, toxic releases, or other hazardous events.
• Assist with hazardous waste management and environmental compliance activities associated with test operations.
• Review and approve procedures, work instructions, and operating plans related to hazardous operations.
• Travel extensively to support multiple test sites, storage locations, audits, inspections, and operational activities.
• Provide on-site EHS support during test campaigns, field operations, and special projects, including travel on short notice as needed.

Required Qualifications
• Bachelor’s degree in Environmental Health & Safety, Engineering, Chemistry, Industrial Hygiene, or a related technical field.
• 5+ years of EHS experience in high-hazard industrial, aerospace, defense, energetics, or test site environments.
• Direct experience supporting explosives handling and storage operations.
• Working knowledge of ATF regulations and experience interacting with ATF inspectors or officials.
• Experience coordinating with local AHJs and emergency response organizations.
• Familiarity with liquid propellants and hypergolic propellant systems.
• Experience performing hazard assessments, risk analyses, and supporting high- consequence operations.
• Strong knowledge of applicable OSHA, EPA, DOT, and related regulatory requirements.
• Excellent written and verbal communication skills, with the ability to influence operational teams and leadership.
• Ability and willingness to travel extensively, including frequent domestic travel and
possible short-notice trips based on operational needs.

Preferred Qualifications
• Previous experience in a Responsible Person (RP) role for explosives operations.
• Experience in aerospace or propulsion test environments.
• Knowledge of NFPA standards and explosives safety criteria relevant to test operations.
• Professional certifications such as ASP, CSP, CIH, or similar.
• Experience with emergency planning and response for hazardous test operations.
• Familiarity with process safety, management of change, and operational readiness processes.

• Ability to work in an active outdoor/industrial test site environment.
• Ability to wear required PPE, including respiratory protection if required.
• Ability to support off-shift or extended-hour testing operations as needed.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
