This role executes HR programs and priorities set by the Chief Human Resources Officer, with particular ownership of HRIS administration, reporting, and dashboard development that turn personnel data into clear, actionable insight for site and district leaders. The ideal candidate combines strong operational HR expertise with hands-on technical skill in data analysis, visualization, and systems management. This position may be filled as either a Certificated Management or Classified Management role; Certificated placement requires a valid California credential authorizing administrative services, while Classified placement does not.

What You Will Do

HR Operations and Systems Leadership

  • Manage day-to-day HR operations across talent management, compliance, employee relations, and organizational development, ensuring consistent, high-quality service delivery to all sites.
  • Administer and maintain HR/ATS systems (Paycom), configuring workflows and reporting to support accurate, efficient operations.

  • Ensure compliance with federal and state laws, the California Education Code, collective bargaining agreements, and board policies through consistent operational practices.
  • Provide regular operational updates and data-driven reporting to the Chief Human Resources Officer.

Talent Strategy, Recruitment, and Onboarding

  • Direct and manage the recruitment, screening, interviewing, selection, background checking, placement, and transfer of classified and certificated personnel.

  • Develop and implement comprehensive talent strategies and professional development plans to promote employee growth and advancement.
  • Plan and implement strategies to expand workforce diversity and ensure equitable hiring and employment practices.
  • Oversee onboarding, orientation, and induction programs for new employees, including coordination with LACOE, LAUSD, and other education partners.
  • Coordinate student teacher placements and residency programs in collaboration with colleges and universities.

Analytics and Workforce Data

  • Build and maintain dashboards/reports tracking key talent acquisition and retention metrics, including time-to-fill, time-to-hire, offer acceptance rate, cost-per-hire, applicant-to-hire conversion by role/site, and source-of-hire effectiveness.
  • Design clear, visually compelling dashboards and data stories that make workforce trends immediately understandable to non-technical stakeholders, including site leaders and the Board.
  • Analyze turnover and attrition data by site, role, tenure, and demographic group to identify trends and root causes; present findings with actionable recommendations to the Chief Human Resources Officer and site leadership.
  • Track and report on credentialing compliance rates, and vacancy duration by hard-to-fill positions (e.g., special education, bilingual).
  • Use workforce data to forecast staffing needs, model attrition scenarios, and inform budget planning.
  • Present HR metrics and trend analysis to leadership and the board on a regular cadence (e.g., quarterly dashboards).
  • Ensure data integrity across HRIS systems and standardize definitions/methodology for HR metrics org-wide.

Employee Relations, Evaluation, and Development

  • Guide and monitor employee evaluation processes for certificated, classified, and management staff to ensure timely completion and consistency across sites.
  • Guide administrators and managers on personnel policies, regulations, collective bargaining agreements, and employment law.

  • Maintain and update HR policies and employee handbooks.

Customer Service and Collaboration

  • Foster open, responsive communication with employees, management, and external partners.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
