Significance, Inc. is seeking a Database Administrator Master to support an upcoming federal program (contingent upon award). This position is primarily remote, with occasional onsite support at the Department of Labor (DOL) office in Washington, DC, as needed. This position requires the ability to obtain and maintain a Public Trust.
 
The U.S. Department of Labor runs its books on NCFMS, an Oracle E-Business Suite platform that moved roughly $70 billion in FY 2024 for about 1,600 users. You will be the senior database authority for every NCFMS environment, from Development through Disaster Recovery to Production. You own availability, performance, integrity, patch currency, and security posture of the database tier. When the nightly batch or the year-end close is at risk, the call comes to you.
 
Objective: keep the NCFMS database tier available, fast, recoverable, patch-current, and audit-defensible across all environments, so DOL's financial operations and reporting deadlines are never missed for a database reason.
 

Required Skills:

    •    Minimum 8 years of hands-on Oracle E-Business Suite Application Experience
    •    Administer the full landscape - Development, QA/Test, UAT, Training, COOP/Disaster Recovery, and Production - under a formal Instance Management Plan.

    Database administration across all environments:
    •    Perform backups, restores, and instance overlay and refresh across all environments.
    •    Install and configure databases; manage security controls; harden the database tier.
    •    Tune and monitor performance; manage tablespaces; assure data integrity.
    •    Maintain custom and core database tables in the Development and Test environments.
    •    Run security scans in Development and Test and provide regular analysis and findings to customers.
    Performance, capacity, and availability
    •    Size and optimize the system against anticipated workload to prevent degradation in responsiveness and capacity.
    •    Track and report performance metrics under the Quality Control Plan and the Monthly Status Report.
    •    Monitor and manage business-critical nightly batch processing.
    •    Support system availability against the contract uptime requirement, excluding scheduled outages for planned deployments.
    Patch management and change control
    •    Apply Oracle quarterly Critical Patch Updates and Patch Set Updates at least quarterly, or sooner on emerging threats or critical advisories.
    •    Brief customer on each CPU/PSU release: release date, covered vulnerabilities, applicability to systems, and recommended actions.
    •    Support the database sections of the Final Release Plan and the Detailed Deployment Plan, delivered 15 business days before production deployment, plus post-deployment monitoring and stabilization.
    Infrastructure, resilience, and recovery
    •    Administer the Oracle middle tier: install Middleware products, deploy application processes, harden middleware, and manage SSL.
    •    Execute backup, restore, and media management: automated backup, backup encryption, on-site and off-site media access control, and daily secure off-site transfer to meet the Recovery Point Objective.
    •    Support COOP and Disaster Recovery
    Interfaces and escalation support
    •    Provide database-side support to the internal and external interfaces, including AMS, GrantSolutions, the Payment Management System, ETS2/Go.Gov, SAM, NFC, Treasury HRConnect/HR Works, the Secure Payment System, G-Invoicing, the Trust Fund Interface, CARS, CIRA, IPP, the QuickPay mailbox and Tungsten MarkView, Data Act Broker, FPDS-NG, the Citibank Purchase Card interface, and the DOL internal interfaces (ETA/OJC UMS, Mail-Rent-Security, EMPS, OWCP CRS, DBC DEBS, BLS MIS, BLS ATRA).
    •    Serve as the database subject matter expert for Tier 2 and Tier 3 escalations that cannot be resolved through the user interface.
    Security, privacy, and audit
    •    Analyze and resolve vulnerabilities found in automated or manual scans and close the associated POA&M items.
    •    Provide database-tier evidence and technical input to the ATO documentation 
    •    Enforce separation of duties with the DOL User Access Team, keep administrator, developer, auditor, and user roles distinct, and ensure privileged activity is logged and monitored.
    •    Participate in periodic access reviews and internal audits.
    Governance, transition, and documentation
    •    Prepare and present database and asset updates 
    •    Contribute to the Instance Management Plan, Configuration Management Plan, Patch Management Plan, Asset Management Plan, and Contingency Plan.

Desired Skills:

    •    Hands-on experience Oracle EBS, Oracle Analytics Server, Tungsten MarkView and Capture, REST APIs supporting custom screens, a ReactJS custom UI framework, and PIV-card Single Sign-On integrated with Azure.
    •    Experience authoring or maintaining Authority to Operate artifacts for a Federal financial system.
    •    Storage Area Network design, configuration, utilization monitoring, and redundancy experience. 
    •    Direct database-side experience with one or more interfaces: Treasury G-Invoicing Invoice Processing Platform (IPP), CARS, CIRA, Secure Payment System (SPS), Data Act Broker, FPDS-NG, SAM, NFC payroll, HHS GrantSolutions and PMS, ETS2 and the GSA Go.Gov migration, Acquisition Management System (AMS), and the Citibank Purchase Card interface.
    •    Experience using Oracle Projects, or Oracle Projects accounting structures.
    •    Experience supporting GTAS, DATA Act, Treasury Report on Receivables, Federal Financial Report, Annual Financial Report, and financial statement reporting cycles from the database layer.
    •    Automation and scripting proficiency (Shell, Perl, Python) for monitoring, health checks, and change migration.

The salary range listed is for the level at which this job has been scoped. In the event that you are considered for a different level, a higher or lower pay range would apply.
