Position Summary

The Corporate Turnaround (TAR) Specialist supports TAR planning and execution at various MPC refinery locations in alignment with the MPC 10-year TAR plan.  This position requires extensive turnaround/construction experience as well as strong leadership, interpersonal, communication, mentoring, and organizational skills.   The Corporate TAR Specialist will travel up to 75% with a required bi-weekly presence at assigned MPC facilities.  This position may be required to support/lead MPC turnarounds on short notice.  The Corporate TAR Specialist will report to the Corporate Turnaround Director.  This position may be located at any MPC facility. 

Key Responsibilities

  • Supports establishment of local TAR planning team and provides mentorship through the TAR planning and execution process.
  • Ensure TAR RSP best practices are fully implemented during TAR planning, scheduling and execution.
  • Ensures TAR Core Team is established and supports TAR planning deliverables.
  • Supports Plan of the Plan (POP) development/implementation and holds TAR planning team accountable for meeting planning deliverables.
  • Supports TAR scope development process through WSA review/approval and ensures alignment with TAR RSP criteria.
  • Ensures prior TAR lessons learned are reviewed and implemented in TAR scope development and execution strategies.
  • Organizes and supports TAR work list RBWS review meetings.
  • Supports TAR contractor strategy development in consideration of resource demand across all MPC sites.
  • Drives TAR planning progress in alignment with TAR RSP/POP milestones.
  • Provides regular TAR planning progress updates to the Refinery Leadership Team with transparency regarding strategy gaps, overdue deliverables, and execution risks.
  • Participates in all TAR assessments and ensures TAR team drives findings/action items to closure by required completion date.
  • Works with Engineering to identify TAR related project scope and ensures Engineering deliverables meet TAR POP/RSP milestones.
  • Provides oversight of 10-Year TAR budget development ensuring comprehensive scope is captured to accurately reflect projected TAR spend.
  • Oversees TAR Schedule development, ensuring alignment with overall execution strategy.
  • Support TAR Check/Control Estimates by capturing all expenses; Collaborates with the TAR planning team to optimize the execution strategy as necessary, ensuring alignment between control estimates and the turnaround budget.
  • Oversee hiring plan development for all TAR phases; Ensures hiring plans align with TAR execution schedule and comply with TAR RSP guidelines.
  • Supports TAR execution team development ensuring adequate support for each TAR phase.
  • Provides onsite execution support throughout entire TAR phase duration.
  • Supports TAR lessons learned development and properly archives for future reference.

Education and Experience

  • High school diploma or equivalent is required
  • Bachelor’s degree in Mechanical Engineering  or Construction Management is preferred.
  • Strong understanding of MPC TAR Planning/Execution philosophy in accordance with TAR RSP guidelines.
  • Fifteen plus years of turnaround/construction planning and execution experience is required.
  • Primavera (P6) experience is required.
  • Ability to obtain a Transportation Worker Identification Credential (TWIC) will be required upon hire.
