The role also provides technical assistance, conducts network research, and contributes to cybersecurity capital improvement initiatives.

Manages a learning and development team and network of partners, provides strategic direction, strengthens existing programs, introduces innovative workforce development initiatives, and supports employee engagement and future workforce readiness.

Develop, deploy, maintain, and support enterprise business applications using Microsoft Access, VBA, Power Platform, .NET, and relational databases. Modernize legacy applications into web solutions, create Power Apps and workflows, publish Power BI reports, and develop database components such as views, stored procedures, packages, functions, and complex SQL queries. The role also supports AI-driven development and integration using Microsoft Foundry or Copilot.

Conduct complex classification and compensation studies, analyze organizational structures and market data, prepare reports and recommendations, audit work performed outside classifications, update job specifications, facilitate stakeholder discussions, lead projects, and support labor negotiations. The role advises managers and employees on classification and compensation matters and requires advanced Excel, data analysis, writing, presentation, and project-management skills.
