THE ROLE:
Hartbeat is seeking a Technical Program Manager (Temporary) to support the launch of a direct-to-consumer app for an exciting new initiative. This role will oversee the delivery of the consumer app, and serve as the primary liaison between Hartbeat stakeholders and an external development team to ensure the app delivers from a technical and business needs perspective. This role will ensure timelines are met, technical decisions support business needs, and the platform is set up for scalable content management and distribution.
Please note: This is NOT an Engineering role - this is a role that requires technical fluency, program leadership, experience working with external vendors, and managing all moving parts of an app development process.
PROJECT LENGTH: This temporary assignment will be a 4-month engagement with high ownership and visibility.
RESPONSIBILITIES:
Program & Vendor Leadership
Leverage external development team in execution of consumer app development, managing and owning timelines, milestones, and dependencies across multiple workstreams
Identify risks, unblock issues, and drive decisions to keep app delivery on track
Ensure tech vendor execution aligns with agreed scope and business priorities
Business–Technical Translation
Partner with Distribution, Creative, and Business stakeholders to clarify requirements
Translate business needs into clear technical expectations for external development team
Communicate technical tradeoffs and implications to non-technical leaders and stakeholders
Platform & Asset Readiness
Bring working knowledge of media or digital asset management (MAM/DAM) concepts
Advise on content ingestion, metadata, storage, and versioning considerations
Ensure backend systems and data structures support AI-generated content and future scale
Oversee UAT and app functionality sign-off before launch
Stakeholder Communication
Run weekly status meetings and executive updates as needed
Communicate costs involved in the development and day-to-day management of consumer app
Maintain clear documentation on decisions, workflows, and assumptions
Ensure alignment across internal and external teams
EXPERIENCE & SKILLS:
5+ years experience as a Technical Program Manager, Technical Project Manager, or similar
Must have experience managing the development of consumer-facing apps
Must understand video streaming app backend
Must have experience leveraging external development team and manage product development, design, and testing (both iOS and Android) process from end-to-end
Experience sourcing and identifying data maintenance and storage costs for consumer-facing app
Must be adept at stakeholder communication, including communicating associated costs involved in the app-development process, and day-to-day management of consumer-app technology
Track record of successfully navigating iOS and Android app store submission and approval cycles would be a nice-to-have
Familiarity with content platforms, media workflows, or asset management systems
Strong judgment, organization, and ability to operate in ambiguity

COMPENSATION
Actual compensation within the pay range will be decided based on factors including, but not limited to, skills, competencies, prior relevant experience, and work location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses and incentives.
