Position Overview
This Technical Project Manager will serve as the single point of technical delivery accountability for two separate, compliance-critical initiatives:
· Digital Wallet ID Card Enablement – full lifecycle application development and deployment of secure Apple Wallet and Google Wallet integration for member digital ID cards
· Data Lake Discovery – focused discovery defining secure data externalization requirements, integration patterns, and 2–3 future-state architectural options aligned with CMS Interoperability standards
Core Responsibilities
· Direct daily execution of both project teams by facilitating stand-ups, assigning and prioritizing tasks in respective backlogs, removing blockers in real-time, monitoring velocity/burn-down, and holding team members accountable for committed work output and quality to ensure zero slippage against each SOW’s critical path
· Own separate project schedules, RAID logs, change control processes, and weekly status reporting for each SOW
· Lead concurrent discovery phases to on-time delivery; focused on high quality deliverables
· Digital Wallet: Manage Apple Pass Type ID/certificate acquisition, Google Generic Private Pass pre-approval, Technical Design → Development → QA/UAT → Deployment Readiness with dedicated development pod
· Data Lake: Drive documentation of current-state landscape (Oracle, DB2, IMS sources), externalization requirements, integration points (Axway API Gateway, Smile CDR/FHIR), and delivery of 2–3 validated architecture options plus executive recommendation presentation
· Proactively identify and leverage reusable compliance and integration patterns across the engagements without compromising artifact separation
· Escalate shared risks/blockers (e.g., common SME availability, security reviews) immediately to the Delivery Manager
Minimum Required Qualifications (non-negotiable)
· 7+ years technical project management experience in healthcare or equivalently regulated environments (HIPAA and CMS Interoperability expertise mandatory)
· Proven full-lifecycle application development delivery experience on member-facing or customer-facing digital products
· Demonstrated Data Lake / data externalization discovery or implementation experience involving legacy mainframe sources and modern cloud/hybrid patterns
· Hands-on delivery of at least one production Apple Wallet and/or Google Wallet integration (health insurance or equivalent regulated use case required)
· Expert proficiency with Azure DevOps or Jira managing multiple concurrent projects/workspaces
· Deep working knowledge of OAuth 2.0, FHIR standards, tokenization, PHI minimum-necessary rules, and regulated cloud/FedRAMP considerations
· Prior experience with API gateways (Axway strongly preferred) and FHIR servers (Smile CDR or equivalent)
Highly Valued Additional Experience
· Specific success obtaining Google Wallet Private Pass pre-approval for healthcare/insurance use cases
· Previous concurrent leadership of an application development project and a data-platform discovery in the payer or insurance benefits domain
