The Technical Portfolio Manager – Principal 2 leads DIRECTV programs across multiple portfolios, delivering strategic initiatives that drive business growth, enhance customer experience, and achieve financial and operational objectives. Initiatives may include system and capability implementations, new product launches, acquisition and support platforms, and complex solution delivery for consumer and commercial lines of business.
This role is responsible for the planning, onboarding, and execution of large-scale portfolios comprised of multiple complex initiatives. The manager provides oversight of portfolio financials, ensures accurate communication and reporting, and partners closely with Project and Program Management Centers of Excellence (PMO CoEs).
Success in this role requires strong leadership, cross-functional collaboration, and the ability to influence across organizational boundaries. The Technical Portfolio Manager – Principal 2 mentors team members, strengthens execution discipline, and drives continuous improvement in delivery quality and organizational capability, while proactively managing risks and dependencies across business areas.

Responsibilities
- Owns end-to-end accountability for portfolio and project delivery, ensuring alignment to strategic objectives.
- Leads planning, onboarding, and execution of large-scale portfolios with multiple complex initiatives.
- Oversees program financials, including forecasting, reporting, and budget management.
- Partners with PMO Centers of Excellence to align with best practices and continuously improve delivery frameworks.
- Mentors and collaborates with team members to build a high-performing execution environment.
- Drives continuous improvement in delivery quality and organizational maturity.
- Manages complex risks, issues, and dependencies across multiple business and technology domains.
- Establishes and manages project budgets to ensure delivery within approved financial targets.
- Oversees 1 – 3 medium- to large-scale initiatives simultaneously across multiple stages of delivery:
- Medium: $2M – $5M
- Large: $5M+
- Leads cross-functional teams across Sales, Marketing, IT, Customer Care, Engineering, Supply Chain, Legal, and external partners.
- Communicates status, risks, and decisions clearly to business and IT leadership; ensures proactive issue identification and resolution.
- Evaluates initiatives from both strategic and execution perspectives, ensuring alignment to customer needs and business goals.
- Contributes to executive-level communications and presentations.
- Manages delivery against program objectives and KPIs while maintaining strong stakeholder relationships.
- Operates within an enterprise release-based delivery model across multiple systems and platforms.
- Develops and maintains key delivery artifacts (e.g., integrated plans, financials, risk/contingency plans) aligned with PMO standards and SDLC best practices.
- Leads release readiness and launch activities, including go/no-go decisions, contingency planning, and production validation.
- Prepares executive-ready status updates for recurring PMO and leadership forums.
- Partners with Epic Leads and Financial Portfolio Managers to refine forecasts and reconcile actuals.
- Ensures compliance with PMO-defined standard operating procedures.
- Manages epics and portfolio tracking using tools such as Smartsheet and Jira Align.
Qualifications
- Bachelor’s degree and 5 – 7 years of experience in large-scale, multi-disciplinary project or program management, business analysis, sales operations, or related fields.
- Demonstrated success managing complex portfolios and cross-functional initiatives.
- Proven ability to quickly develop subject matter expertise across multiple business domains.
- Strong leadership and influencing skills, with experience operating in matrixed organizations.
- Advanced knowledge of program and portfolio management best practices and methodologies.
- Experience leading large-scale, IT-centric implementations.
- Experience partnering with product and engineering organizations preferred.
- Strong analytical and problem-solving capabilities, with both qualitative and quantitative expertise.
- Ability to synthesize complex information and develop actionable, business-aligned solutions.
- Experience working across cross-functional teams (e.g., Marketing, Legal, Accounting, Sales, Dealer Compensation, IT, Customer Care).
- Excellent communication and presentation skills, including experience engaging executive audiences.
- Demonstrated ability to manage competing priorities in a fast-paced environment and deliver results.
- Strong organizational, facilitation, and negotiation skills.
- Proven ability to build relationships and drive alignment across business and technical stakeholders.
- Extensive experience with Microsoft 365 tools, with advanced expertise in PowerPoint and Excel, and working knowledge of Smartsheet and Jira Align.

The Base Salary range displayed below reflects the minimum and maximum target salary for each of DIRECTV's 4 (four) US Labor Market Zones. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training.

Low (N1): $122,194 - $183,241
Mid (N2): $128,625 - $192,885
High (N3): $141,488 - $212,174
Top (N4): $147,919 - $221,818
