Millennium Space Systems (MSS), a part of Boeing Defense, Space and Security (BDS) is seeking a Subcontracts Administrator (SCA) who will be responsible for managing the full lifecycle of subcontracting activities in support of company programs and operations. This role involves initiating and overseeing subcontract efforts from requirements definition through execution, including issuing RFPs/RFQs/RFIs, evaluating proposals for compliance with government and company requirements, and executing subcontract modifications. The SCA ensures suppliers adhere to company Terms and Conditions as well as all trade compliance and legal obligations.
This position plays a key role in cross-functional collaboration, supporting internal teams such as legal, security, procurement, trade compliance, engineering, manufacturing, program management, quality assurance, and program controls. The SCA is accountable for driving supplier performance through regular engagement, managing supply and demand, resolving issues related to quality, schedule, delivery, and financial performance, and identifying and mitigating supplier risks and opportunities.
The role includes generating subcontractor performance metrics and reports for internal and external stakeholders, supporting payment processes by reconciling invoices and coordinating with Accounts Payable, and ensuring subcontract data is managed in accordance with controlled documentation and configuration standards. The SCA provides oversight of FAR/DFARS compliance and ensures team adherence to internal processes in alignment with DCAA audit requirements and AS9100 standards. Additionally, the role contributes to departmental initiatives aimed at process improvements and increased operational efficiency within the subcontracts function. This is an onsite role in El Segundo, California.

Position Responsibilities:
- Establishing subcontract efforts from beginning to end, including:
- Issuance of RFP/RFQs/RFIs to the Subcontractors
- Factfinding of subcontractor's proposal, review for compliance to government and proposal requirements
- Relevant actions involved with subcontract modifications, and executions of subcontracts
- Ensure Supplier compliance to company Terms and Conditions along with other trade compliance/legal requirements
- Provide oversight of FAR/DFARS compliance and ensure team adherence to internal processes in alignment with DCAA audit requirements and AS9100 standards.
- Support the objectives of other teams such as: legal counsel, security, procurement, trade compliance, manufacturing, program office, engineering, program controls, supply chain, and quality assurance.
- Drive supplier performance through regular interaction with assigned suppliers.
- Drives supplier risk and opportunities management.
- Manage supply and demand, schedules, supplier quality, delivery and financial performance.
- Create graphs and charts for both internal and external use on Subcontractor performance.
- Facilitate the payment to subcontracts via the Accounts Payable invoice process.
- Reconcile subcontractor invoices with company cost tracking tools.
- Initiates and executes supplier improvement activities and integrates results into contracting strategies
- Utilize the controlled documents and configuration management process for subcontract management.
- Support dept. initiatives to drive efficiencies throughout the Subcontracts organization
Basic Qualifications (Required Skills/Experience):
- Bachelor's degree and 5+ years of experience in Subcontracts, Contracts, Business Management, Accounting, Finance, Supply Chain Management, or a related field
- Experienced with Microsoft Office Suite
- Previous aerospace subcontracting experience
- Familiarity with FAR/DFARS and relevant procurement regulations
Preferred Qualifications (Desired Skills/Experience):
- Master's degree with a supply chain major or equivalent business degree
- Experience as a Subcontracts Administrator or Aerospace Buyer
- Knowledge of industry regulations and compliance requirements
- Experience with the Deltek Costpoint ERP system
- Comfortable briefing at all levels of leadership
- Active Security Clearance SAP/SAR
