Northrop Grumman Aeronautics Systems is looking to add a Senior Principal Program Manager as a Proposal Lead to our Product Support Integrated Product Team (PS IPT) in San Diego (Rancho Bernardo), CA..
This position will lead the end – to - end Product Support proposal content development - from initial capture planning, Basis of Estimate (BOE) development, proposal review and submission. The candidate will be a self-starter with familiarity working in an Integrated Product Team construct
Roles and responsibilities will include:
Generate and manage Product Support (PS) IPT Basis of Estimates (BOE), Technical Assessment Matrices (TAM), and Rough Order Magnitudes (ROM) in support of RQ4 proposal development
Manage RFP content inclusion and RFIs for Product Support across the AISR&T Business Unit
Collaborate with cross-functional teams, including engineering, finance, and program management, to gather inputs and ensure cohesive proposal development.
Develop and manage proposal outlines, schedules, and set milestones to track progress.
Manage the integration of input from subject matter experts (SMEs) and ensure all technical and management solutions are accurately represented.
Serve as the primary point of contact for customer communication related to proposals, ensuring effective dialogue throughout the proposal process.
Support configuration management process ensuring that information is recorded properly and distributed appropriately.
Provide clear and concise proposal status reports to all relevant internal stakeholder on a regular and suitable periodic basis
Participate in customer meetings and presentations as necessary to support proposal efforts.
Identify proposal risks and develop strategies to mitigate them, ensuring that potential challenges are addressed proactively.
Collaborate with leadership to evaluate and manage proposal-related risks effectively.
Recommend staff forecasts to support proposal SOW
Research and analyze historical data and project experience to support proposal efforts
Ensure compliance with the business acquisition process and internal company procedures
Maintain and refine the tools and techniques to continuously enhance the quality of our bid submissions, assessing market best practice and its applicability in order to support the evolution of our competitive bid approaches
Share best practices and lessons learned to continuously improve proposal strategies and processes.
Outward communication across the Product Support Technical Disciplines and upward communication to Manager II – Director 1 to obtain proposal input and status respectively
Basic Qualifications:
- Must have a Bachelor's degree and 8 years of relevant professional experience OR a Master’s degree and 6 years relevant professional experience.
- Must have experience with understanding cost types (e.g: Direct, Indirect) and cost elements (e.g: Labor, Fringe, Overhead, General and Administrative (G&A), Travel, etc).
- Must have knowledge of Product Support Technical Disciplines (i.e Reliability and Maintainability (R&M), Technical Publications, DMSMS and Obsolescence, Training, Modeling and Simulation (M&S), etc)
- Must have experience with BOE, Technical Assessment Matrix (TAM), and/or Rough Order Magnitude (ROM) development.
- Ability to obtain and maintain a government issued secret clearance within a reasonable period, as determined by the company to meet its business needs.
Preferred Qualifications:
- Active In-Scope Secret or Top Secret Security Clearance
- Previous experience working Product Support efforts on development and/or sustainment programs.
- Knowledge of government proposal Federal Acquisition Regulations (FAR), and Defense FARs (DFAR) government regulations
- Experience with an NGAS Business Unit Proposal Review Board (PRB) process
- Working knowledge and experience with data visualization and business intelligence platforms (e.g: Tableau, PowerBI)
- Experience with Earned Value Management experience as a Work Package Manager (WPM) or Control Account Manager (CAM)
- Previous experience working on RQ4 or MQ4 programs
