DEPARTMENT SUMMARY: The Program Administration department is responsible for supporting program evaluation, grant strategy, and impact measurement to enhance organizational effectiveness and funding alignment.

JOB SUMMARY: The Senior Program Evaluator leads organization-wide evaluation efforts to strengthen impact measurement and data-informed decision-making. This role translates program data into actionable insights that inform strategy, funding, and continuous improvement. It builds a standardized and scalable approach to evaluation that improves consistency, efficiency, and organizational learning while advancing a culture of accountability and data use aligned with organizational goals and community impact.

ESSENTIAL FUNCTIONS

Evaluation Strategy

    Design and implement logic models, evaluation plans, and performance frameworks aligned with program and organizational priorities 

    Define outcomes and performance indicators in partnership with program and grant strategy teams 

    Integrate evaluation findings into strategic planning, program design, and funding approaches 

    Establish processes to track outcomes, strengthen data collection, and improve impact measurement 

Data Analysis & Reporting

    Analyze qualitative and quantitative data to identify trends, outcomes, and opportunities for improvement 

    Translate complex data into clear insights that connect program performance to organizational strategy 

    Develop dashboards, reports, and visualizations to support decision-making and stakeholder engagement 

    Apply storytelling and systems to link data with impact, funding priorities, and organizational goals 

Collaboration & Partnerships

    Partner with the Grants & Impact Strategy Team to align evaluation metrics with funder requirements and strengthen proposals and reports 

    Collaborate with Programs, Development, Finance, Quality Improvement, and IT/Data teams to support data collection and planning 

    Coordinate with data and research functions to ensure consistency in metrics, dashboards, and reporting 

    Engage funders, government agencies, evaluators, and academic partners to support compliance and shared learning 

Capacity Building

    Build evaluation capacity across teams through tools, training, and guidance 

    Support staff in using data effectively by connecting evaluation concepts with program implementation 

    Promote culturally responsive, equity-centered, and trauma-informed evaluation practices 

    Foster a culture of reflection, learning, and continuous improvement 

Project Management & Infrastructure

    Centralize evaluation design, analysis, and reporting to improve efficiency across teams 

    Manage evaluation timelines, deliverables, and cross-functional workflows 

    Standardize processes and strengthen coordination across programs and departments 

    Ensure ethical and compliant evaluation practices, including data governance and confidentiality 

Relationship Management

    Build relationships across teams to align evaluation efforts with program and organizational needs 

    Navigate competing priorities and ambiguity while maintaining focus on high-impact work 

    Influence stakeholders without direct authority through clear communication and strategic insight 

    Facilitate collaboration across diverse perspectives using strong interpersonal skills 

QUALIFICATIONS

    Master’s degree in public health, public policy, social work, sociology, or a related field or equivalent experience 

    4–6 years of experience in program evaluation, impact measurement, or nonprofit or public sector evaluation 

    Experience designing evaluation frameworks, including logic models and performance indicators 

    Experience analyzing qualitative and quantitative data and translating findings into actionable insights 

    Experience developing reports, dashboards, or data visualizations to support decision-making 

    Experience supporting grant proposals or funder reporting through evaluation design or data analysis 

    Familiarity with government or foundation funding requirements and evaluation expectations 

    Experience with data visualization and analysis tools such as Power BI, Tableau, Excel, or similar platforms 

    Experience with qualitative or statistical analysis tools such as NVivo, Dedoose, R, or SPSS 

    Experience contributing to data systems improvement, integration, or governance efforts 

    Strong analytical thinking with the ability to manage complex problems and multiple priorities 

    Ability to translate between data and program operations to drive actionable insights 

    Strategic mindset with the ability to prioritize work and navigate ambiguity 

    Effective communication skills, including presenting data clearly to diverse audiences 

    Emotional intelligence and adaptability in a fast-paced, mission-driven environment 

    Strong relationship-building skills and ability to influence without direct authority 

Preferred Qualifications

    Experience working in a multi-program nonprofit or community-based organization 

    Experience providing training to others on areas of knowledge or expertise

    Bilingual skills, particularly English and Spanish
