ICF's Disaster Management (DM) Division seeks a fully developed Senior Mitigation and Resilience Analyst to support our growing portfolio of nation-wide hazard mitigation planning, grant, and program management projects. This position is U.S. remote-based, with location preferences in California. The ideal candidate must be able to travel up to 25% domestically based on current and prospective clients.  Non-managerial role.

The DM Division supports state, local, tribal and territorial (SLTT) governments and non-governmental partners to design and implement plans, policies, and programs that promote local pre-disaster mitigation action and support long-term housing, economic and infrastructure recovery post-disaster. Our primary clients are SLTT governments administering U.S. Housing and Urban Development (HUD) and Federal Emergency Management Agency (FEMA) disaster recovery and hazard mitigation programs, including the Hazard Mitigation Grant Program (HMGP).

This position will have multi-faceted responsibilities related to project technical delivery. A successful candidate will be equipped to lead the day-to-day delivery of assigned tasks, including but not limited to FEMA 406 and HMGP project scoping, and FEMA mitigation grant applications and administration. Salary Band Range for this opportunity:  Although the range below is wider to accommodate growth within the job, this position will have a starting pay range of $85,000 to $95,000 based on % match of qualifications/experience/responsibilities, location, and other. 

Key Responsibilities - 

  • Lead small teams to conduct open-source policy research and data analysis to support long-term recovery planning and hazard mitigation grant application development.  
  • Scope and manage grants in accordance with federal policy requirements, guidelines, and best practices.  
  • Support technical leads with developing hazard mitigation and long-term recovery and resilience strategies, including grant funding roadmaps for project implementation.  
  • Develop first drafts of written products (e.g., grant applications, grant funding strategies, checklists, reports, etc.) and tools (e.g., dashboards, etc.) to support the design and implementation of client projects. 
  • Develop agendas and deliver presentations to clients and other contractors to support project implementation activities.  
  • Support project managers with deliverable reviews and budget and schedule tracking for deliverable submission.  
  • Assist with business development activities, including proposal writing, white papers, opinion pieces, and other marketing support.

Must Have Qualifications: 

  • Bachelor’s degree in Planning, Public and/or Environmental Justice or Policy, Economics, or similar field.  
  • 5+ years of experience conducting research, analyzing data and policies, technical writing and developing products such as state and/or local policies, plans.
  • 5+ years of experience in FEMA Hazard Mitigation Grant Program (HMGP) applications and administration. (Examples may be requested).
  • Able and willing to travel (flight/vehicle) for program needs as directed.
  • Must have a valid U.S. driver’s license and successfully pass a Motor Vehicle Records (MVR) check. 

Preferred Qualifications: (These may set candidates apart)   

  • Master’s degree in Planning, Public and/or Environmental Policy, Economics, or similar field.  A master’s degree can supplement 2 years of required experience.
  • Experience with natural hazard resilience concepts, including risk assessments and common hazard mitigation solutions. 
  • Experience with FEMA Hazard Mitigation Assistance (e.g. HMGP, FMA, BRIC) programs. 
  • Grant writing or grant management experience for infrastructure projects or housing programs, including use of grants tools.
  • Experience managing client and project manager expectations, including coordinating with federal and state funding agencies. 
  • Experience with Geographic Information Systems (GIS).

  • Experience working directly with clients and senior project leads to define expectations and conduct interim reviews of work products

  • Able to provide constructive feedback to team members to improve quality of work products 
  • Able to formulate creative and strategic approaches to solve problems 
  • Excellent written and verbal communication skills 
  • Values and demonstrates integrity and ethical behavior in all things 
  • Intermediate Level Skills in MS Excel including VLOOKUP, conditional formatting, pivot tables-charts-graphs, self-creation of formulas, data sorting, filtering and analyzation, working with large datasets.  (Examples may be requested).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position.

The pay range for this position based on full-time employment is:

$81,147.00 - $137,949.00
