Leads electrical engineering oversight for California decarbonization, electrification, energy efficiency, renewable energy, EVSE, demand response, and DER programs. Reviews contracts and designs, performs power-system analysis, develops conceptual designs, oversees QA/QC, conducts energy audits, scopes custom projects, calculates savings and costs, prepares technical reports, and supports customer implementation. Requires California PE licensure, extensive building power-system experience, and up to 30% local travel in Southern California.

Manage Southern California public-sector energy efficiency programs, including client and stakeholder relationships, subcontractors, budgets, forecasts, schedules, quality assurance, contract deliverables, and cross-functional teams. Analyze market trends and technologies, develop program strategies, resolve delivery issues, and support energy savings, affordable housing, underserved communities, and grid stability. The role requires local travel, industry relationship management, and coordination with regional and national teams.

Conduct wildlife and biological field surveys, avian nest monitoring, construction compliance monitoring, and environmental assessments across Southern and East-Central California. Document findings in monitoring logs, technical reports, memos, and database forms; communicate with clients, construction personnel, project managers, and senior biologists. Travel to remote and rugged field sites, support natural resources teams, and assist with biological and regulatory documentation.

Supports energy efficiency and electrification programs through KPI reporting, data collection, database maintenance, regulatory reporting, and client presentations. Develops standardized reporting templates, compiles stakeholder data, tracks energy measure calculations, reviews third-party reports, responds to evaluator data requests, and supports California Public Utilities Commission submissions. Collaborates with implementation, operations, IT, engineering, reporting, client, and management teams. Requires occasional travel in the Los Angeles metro area.

Lead product vision, roadmaps, and lifecycle for enterprise transportation technology. Drive cross-functional Agile delivery, stakeholder engagement, vendor management, product governance, change management, and adoption to achieve measurable business outcomes.

Lead the design and execution of high-voltage substation projects, ensuring compliance with industry codes and mentoring junior engineers while managing multiple projects.

Perform on-call environmental consulting fieldwork across Southern California including construction monitoring, avian nest surveys and species identification, general and focused biological surveys, documenting findings, and supporting technical report writing and team members in field and office tasks.

Build and grow ICF’s FEMA Public Assistance and Recovery portfolio across multiple regions through business development, capture strategy, client relationship management, proposal leadership, and new client acquisition. Oversee regional P&L, delivery quality, staffing, utilization, project managers, and compliance as the portfolio expands. Establish repeatable delivery processes, recruit teams, manage proposals and teaming strategies, and maintain relationships with emergency management agencies and recovery organizations.
