Senior Manager, Workforce Planning:

The Senior Manager Workforce Planning will be responsible for contributing to the headcount and workforce planning workstream, seeking to enable the delivery of an optimized and efficient workforce for the LA28 Olympic and Paralympic Games. Under the guidance of the Head of Workforce Planning, this role will gather and develop strategic workforce planning information, aligned with the organization’s lifecycle headcount needs, ensuring appropriate characterization and seamless coordination across Paid Staff, Volunteer, and Contractor workforce groups. 

This role will collaborate across Functional Areas (FA’s) to support the creation of an integrated workforce strategy, including the development and implementation of workforce plans that align with the operational and system requirements as we move towards Games Time. Additionally, they will play a key part in support of workforce risk management and change control to ensure a successful and efficient workforce model leading into the Games.  

Key Responsibilities:
  • Lead and coordinate end-to-end workforce planning activities across assigned Functional Areas, ensuring alignment with organizational timelines, milestones, and strategic objectives.  
  • Manage the development, tracking, and governance of workforce planning timelines, deliverables, and change management processes. 
  • Manage the end-to-end workforce planning data process, including data collection, validation, consolidation, and reporting. 
  • Develop and maintain detailed volunteer headcount planning models, ensuring alignment with operational requirements and benchmarking where applicable. 
  • Coordinate the planning and forecasting of volunteer workforce requirements, including role definitions, volumes, and deployment strategies across venues and Functional Areas. 
  • Coordinate with Volunteer Program teams to align workforce plans with recruitment, training, and operational delivery strategies. 
  • Produce regular and ad-hoc reports, dashboards, and analysis to support decision-making, translating complex data into clear and actionable insights. 
  • Managethe design and development of workforce scheduling and rostering models for both paid staff and volunteers, aligned with operational requirements and labor constraints. 
  • Translate workforce plans into shift-based deployment models, ensuring efficient coverage, productivity, and cost optimization. 
  • Collaborate with Functional Areas to validate scheduling assumptions and ensure operational feasibility during Games Time. 
  • Contribute to the development of scheduling tools, frameworks, and data structures to support large-scale workforce deployment. Perform cross-referencing and validation of workforce data across multiple systems (e.g., planning tools, finance systems, HR systems) to ensure consistency and data integrity. 
  • Maintain and improve workforce planning templates, data structures, and reporting formats to ensure standardization across the organization. 
  • Manage the administration of workforce planning change requests, ensuring updates are accurately reflected in datasets and reports. 
  • Manage the engagement with Functional Areas to gather inputs, validate workforce data, and support planning activities through structured analysis. 
  • Maintain accurate workforce data to support operational planning across key areas such as Transport, Food & Beverage, Uniforms, Accreditation, Event Management, and Accommodation. 
  • Manage the rollout of workforce planning cycles (Annual and Games Time), ensuring data quality and reporting consistency. 
  • Perform other duties as required; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games. 
Background & Requirements:
  • Minimum 7+ years proven experience in workforce planning, operations, and integration within major events, sports, entertainment, or large-scale organizations. 
  • Experience leading cross-functional workforce strategies for paid staff, volunteers, and contractors. 
  • Strong background in workforce technology systems. 
  • Demonstrated ability to develop and execute large-scale workforce plans. 
  • Previous experience working on Olympic, Paralympic, or major global events is highly desirable. 
Expectations:
  • Strong organizational and planning skills, with the ability to manage multiple data streams, priorities, and deadlines in a fast-paced environment. 
  • Ability to work effectively with a range of stakeholders, gathering inputs, validating data, and supporting planning activities across multiple Functional Areas. 
  • Strong data-driven mindset, with hands-on experience in workforce analytics, reporting, and translating data into clear insights. 
  • Advanced proficiency in Excel (or equivalent tools), including working with large datasets, building models, and performing data validation and reconciliation. 
  • High attention to detail and accuracy, particularly in managing and maintaining complex workforce datasets. 
  • Ability to structure and simplify complex information, ensuring clarity and consistency in reports and outputs. 
Education:
  • Bachelor’s degree in human resources, operations management, business administration, event management, or a related field, desired but not required, or equivalent work experience. 
Physical Requirements and Working Conditions:
  • This role requires extended periods of computer use and virtual collaboration, with possible travel to venue sites and workforce operations centers. 
  • Ability to walk and stand for extended periods during Games-Time operations, including navigating large event venues and workforce centers. 
  • Capability to work in a fast-paced, high-pressure environment, particularly in the lead-up to and during the Games. 
  • Must be available for non-traditional work hours, including evenings, weekends, and holidays, as needed to support workforce operations. 
  • Ability to work on-site in an open office environment, based in Los Angeles, CA 

The annual base salary range for this position is $105,000-$140,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
