Position Summary

The Senior Director of Growth, Production & Capture (Business Development) is a senior executive responsible for building and executing OMG Federal’s structured, revenue-producing proposal engine. This role integrates capture execution, proposal operations, growth strategy, and market positioning into a coordinated system that consistently transforms qualified opportunities into contract wins.

This role is accountable for generating a percentage of annual revenue within the 2026 fiscal year. This is a fully remote leadership role with significant executive visibility and impact.

Key Responsibilities:

Drive Revenue-Producing Growth

  • Lead structured bid/no-bid decisions aligned to revenue targets and execution capacity
  • Convert qualified pipeline into compliant, compelling proposal submissions
  • Establish predictable submission cadence and throughput discipline
  • Track performance metrics including win rate, booked revenue, and submission volume

Lead Capture & Proposal Execution

  • Oversee end-to-end proposal operations across concurrent pursuits
  • Translate capture strategy into executable proposal plans
  • Ensure compliance with FAR-based solicitation requirements
  • Integrate staffing readiness, pricing clarity, and evaluation alignment into every submission
  • Assign and manage Proposal Managers of Record

Build Scalable Infrastructure

  • Develop reusable templates, modular technical content, and past performance libraries
  • Standardize proposal calendars, review cycles, and governance processes
  • Introducing tools, automation, and AI-assisted capabilities to increase speed and consistency
  • Build proposal operations capable of scaling with company growth

Integrate Growth Functions

  • Align business development, capture, proposal, and messaging efforts
  • Support teaming strategy and partner engagement
  • Ensure contract vehicle access translates into awarded work
  • Provide executive advisory on growth prioritization and resource allocation

Strengthening Market Positioning

  • Oversee development of evaluation-focused messaging and differentiators
  • Ensure consistency across proposals, presentations, and corporate communications
  • Support executive participation in industry days, conferences, and agency engagement

Required Qualifications

  • 15+ years of federal proposal, capture, and growth leadership experience
  • Demonstrated success leading winning proposals as a prime contractor
  • Experience in mid-tier or large prime federal contracting environments
  • Deep understanding of FAR-based procurement processes
  • Proven ability to manage multiple concurrent proposals under tight deadlines
  • Experience building or improving scalable proposal processes
  • Bachelor’s degree in business, Marketing, Communications, or related field (or equivalent experience)
  • The capability to serve as a cultural ambassador supports a high-trust, collaborative, and mission-focused environment.

Preferred Qualifications

  • Experience supporting Tribal, 8(a), or small business federal contractors
  • APMP certification or equivalent proposal leadership training
  • Experience integrating capture, proposal, and growth functions
  • Familiarity with AI-assisted proposal or content management tools
  • Experience supporting IDIQ, GWAC, MAS, STARS, or task-order environments
