The Revenue Cycle Change Management Specialist (Staff Consultant II) will support the Defense Health Agency (DHA) Uniform Business Office (UBO) Support Contract, contributing to change management and communications for enterprise-wide revenue cycle improvement initiatives across the back-end revenue cycle, spanning billing and follow-up, at more than 130 Military Treatment Facilities (MTFs). This role contributes to communication planning, stakeholder alignment, training strategy, and workforce adoption, with primary responsibility for supporting stakeholder engagement, drafting communication products, and coordinating training rollout planning across MTFs. The Staff Consultant II Change Management Specialist works with DHA UBO leadership, MTF stakeholders, the UBO Process Action Team (PAT), and the program team to build understanding and support a smooth transition for the workforce.

This role is contingent upon the successful award of the contract. Any offer of employment is subject to contract award and funding availability.

Responsibilities:

  • Support stakeholder engagement, scheduling and supporting engagement activities, capturing input, and maintaining stakeholder records across DHA leadership, MTFs, and the program team.
  • Draft communication products, developing briefings, talking points, frequently asked questions (FAQs), newsletters, and slides for review.
  • Coordinate training rollout planning across MTFs, supporting scheduling, logistics, materials, and tracking for training delivery across sites.
  • Support communication planning, contributing to the enterprise communication strategy, plan, and calendar.
  • Support training strategy and materials, helping develop curriculum, job aids, and training content for the workforce transition.
  • Support workforce adoption, assisting with adoption and reinforcement activities and gathering feedback from stakeholders and end users.
  • Maintain change management documentation, including stakeholder maps, communication logs, training trackers, and feedback records, keeping them current and accessible.
  • Support change impact and readiness assessments, collecting and compiling data and flagging issues for senior team members.
  • Reinforce consistent messaging, helping position the effort as a redefinition of functions rather than a reduction in force, consistent with enterprise guidance.
  • Adhere to project plans, processes, and timelines, delivering high-quality work products on schedule in a dynamic, deadline-driven environment.

Required Skills & Experience:

  • 5–7 years of change management, communications, or organizational change experience, including support to large, multi-stakeholder initiatives.
  • Experience supporting communication planning, stakeholder engagement, training coordination, and workforce adoption.
  • Experience drafting communication products and training materials for diverse audiences, from frontline staff to senior leadership.
  • Working knowledge of the healthcare revenue cycle and supporting systems, including MHS GENESIS / Oracle Cerner Patient Accounting (CPA), to support the development and rollout of role-based training and communications.
  • Familiarity with change management methodologies (e.g., Prosci/ADKAR or Kotter).
  • Strong written and verbal communication skills, with the ability to draft clear, audience-appropriate materials.
  • Ability to coordinate across multiple stakeholders and sites and manage competing priorities in a dynamic, deadline-driven environment.
  • Proficiency in Microsoft Office applications, including PowerPoint, Word, Excel, and Visio.
  • Bachelor's degree required; Master's degree preferred.
  • Eligibility: U.S. citizenship; eligibility for a Department of Defense (DoD) Public Trust.

Desired Skills:

  • Experience within the Military Health System (MHS) or DHA environment.
  • Knowledge of UBO operations and the three cost-recovery programs: Third Party Collection (TPC), Medical Service Accounts (MSA), and Medical Affirmative Claims (MAC).
  • Familiarity with federal financial statement audit readiness in a DHA or federal healthcare setting.
  • Change management certification (e.g., Prosci Change Management certification).
