Job Description

The Recruiting Relations Specialist - Unions is responsible for supporting and strengthening the company’s union craft workforce strategy through supporting partnership events, recruiting, workforce development, apprenticeship collaboration, labor relations coordination, training support, and union compliance administration. This role serves as a key liaison between company operations, union partners, apprenticeship programs, workforce development organizations, and field leadership to help ensure a stable, skilled, and compliant craft workforce pipeline.

Key Responsibilities

  • Serve as support for primary point of contact for union workforce coordination and labor-related workforce support activities
  • Build and maintain strong working relationships with union business agents, apprenticeship coordinators, training directors, and labor partners
  • Coordinate union labor requests and workforce needs with field operations and project leadership
  • Support manpower planning efforts for union craft staffing across multiple projects and regions
  • Support compliance with union agreements, workforce reporting requirements, and labor standards
  • Familiarity with prevailing wage laws (e.g. Davis-Bacon)
  • Monitor union workforce trends, availability, market conditions, and workforce pipeline risks
  • Support recruiting and sourcing efforts for union craft positions across multiple trades
  • Coordinate and support hiring activities, workforce outreach events, career fairs, and apprenticeship recruiting initiatives
  • Build relationships with trade schools, apprenticeship programs, workforce boards, veteran organizations, community partners, and workforce development agencies
  • Assist with workforce pipeline development strategies for hard-to-fill skilled trades positions
  • Support employee referral programs and craft retention initiatives
  • Coordinate onboarding and orientation support for union craft employees and apprentices
  • Assist with diversity, equity, inclusion, veteran transition, and second-chance workforce initiatives
  • Partner with union apprenticeship programs and training centers to support apprentice workforce planning and development
  • Coordinate apprentice rotations, workforce assignments, and project placement0 opportunities
  • Collaborate with workforce development and training teams to identify upskilling and craft development opportunities while understanding union guidelines
  • Coordinate required training, certifications, and workforce compliance programs
  • Assist with craft skills assessments, career pathing, and leadership development initiatives
  • Support workforce training events, graduation ceremonies, signing days, and industry outreach programs
  • Maintain accurate workforce, apprenticeship, and compliance documentation
  • Track workforce development metrics including apprentice utilization, retention, recruiting activity, certifications, and workforce pipeline data
  • Support prevailing wage, apprentice ratio, workforce participation, and project labor agreement (PLA) compliance efforts where applicable
  • Assist with reporting requirements related to workforce participation goals, apprenticeship utilization, and labor compliance
  • Coordinate workforce records, certifications, badging, and training documentation
  • Support audits, workforce reviews, and compliance reporting activities

Education Qualifications

Associates degree or equivalent construction industry experience preferred

Work Experience

3–7 years of experience in construction operations, union labor coordination, workforce development, recruiting, apprenticeship programs, or labor relations preferred

Experience working with union craft workforce environments required

Familiarity with prevailing wage laws (e.g. Davis-Bacon)

Experience supporting large commercial, healthcare, advanced technology, industrial, or mission critical construction projects preferred

Bilingual communication skills preferred in some regions

Certifications and Licenses

NCCER, OSHA, apprenticeship administration, or workforce development certifications preferred

OSHA 30 certification preferred

Familiarity with prevailing wage requirements, PLA environments, and workforce participation reporting preferred

Successful completion of a background check is required

In compliance with local law, we are disclosing the compensation, or a range thereof, for roles in locations where legally required. Actual salaries will vary based on several factors, including but not limited to external market data, internal equity, location, skill set, experience, and/or performance. Salary is just one component of DPR's total compensation package. Arizona, Richmond range: $84,000 to $120,750. Sacramento, San Diego, New Jersey, Philadelphia range: $92,400 to $132,825. Seattle, Boston, DC, Pasadena range: $100,800 to $144,900. Bay Area range: $109,200 to $156,975
