Parsons delivers programs on secure federal installations and complex industrial sites where quality failures can have significant safety, schedule, and mission consequences. Candidates must be rigorous, fair, and effective at working with contractors and client organizations.

An attractive Parsons compensation and benefits package is offered. This role provides the opportunity to lead quality governance on major defense and industrial manufacturing programs while strengthening Parsons’ quality management capabilities.

Position requires substantial on-site presence at client and federal facilities during construction and turnover phases, with travel as needed to support audits, inspections, and quality reviews.

This position is based near Little Rock, Arkansas and is part of a 4–5 year contract. During the first year, remote work is permitted. After the first year, the selected candidate will be required to either reside within commuting distance of Little Rock, AR or be willing to relocate to the area.

What You'll Be Doing:

QA/QC Leads establish and oversee the quality framework for the program, ensuring that design, procurement, construction, and turnover activities meet applicable standards and client requirements. You will lead independent audits, manage nonconformance and corrective-action processes, and drive a culture of quality across multi-party project teams.

  • Establish and implement the project quality management system, plans, and procedures aligned with client and applicable industry standards.

  • Lead independent quality audits and inspections of design, procurement, construction, and turnover activities.

  • Manage the nonconformance (NCR), corrective action, and preventive action processes; drive timely and effective closure.

  • Verify that contractor and vendor quality systems and deliverables meet contractual and technical requirements.

  • Review quality-related documentation including ITPs, material certificates, test records, and turnover packages.

  • Coordinate quality activities with project management, engineering, commissioning, and contractor quality personnel.

  • Prepare clear quality status reports, trend analyses, and briefings for project leadership and clients.

  • Support readiness reviews and turnover processes from a quality perspective.

  • Mentor quality specialists and inspection personnel; promote consistent quality practices across the program.

  • Additional office locations or hybrid arrangements may be considered upon request consistent with project demands.

What Required Skills You'll Bring:

  • 10+ years of experience in industrial QA/QC governance, quality management systems, and NCR/CAPA processes on complex construction or manufacturing projects.

  • Demonstrated experience directing or implementing quality management systems aligned with ISO 9001 or equivalent standards.

  • Bachelor’s degree in Engineering, Construction, Quality, or a related field (or equivalent work experience).

  • Strong knowledge of engineering and construction quality management practices, inspection, and auditing.

  • Proven ability to lead quality teams and work effectively with multi-party project organizations.

  • Excellent written, verbal, analytical, and problem-solving skills; high attention to detail.

  • Ability and willingness to deploy to client and federal sites for extended periods during construction, inspection, and turnover phases.

  • Must be able to pass a general background check.

  • Must be able to speak fluent English (ability to speak Korean is a plus)

What Desired Skills You'll Bring:

  • ASQ certification (CQA, CQE, or equivalent) preferred.

  • Prior experience on defense manufacturing, high-hazard process, or large industrial facility projects.

  • Supervisory or lead experience in quality organizations.

  • Familiarity with material traceability, calibration, and M&TE control in manufacturing environments.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
