Northrop Grumman’s Space Sector invites you to bring your pioneering spirit to our collaborative teams. Northrop Grumman Space Systems (NGSP) is seeking a Proposal Manager 3 for the Business Development Capture Excellence Proposal Management team.

Primary Mission

In this leadership role, you will lead a multifaceted team of proposal participants through the full proposal lifecycle, delivering compliant, compelling, high‑quality, and on‑time submissions that win new business for the sector. You’ll work on the sector’s highest priority opportunities and partner closely with leaders across divisions, levels, and functions. A portion of your time will be prioritized toward managing enabling processes, training, and tools that form the foundation of our proposal management approach. This includes owning and advancing our SharePoint‑based proposal collaboration environments, workflows, and content management structures. Candidates for this position will demonstrate a broad skill set that is balanced across leadership, collaboration, innovation, communication, project management, risk management, and proposal‑based capabilities. This position is based in Redondo Beach, CA. The selected candidate must be able to work on site and willing to travel (up to 25% of the time).

This position is contingent upon customer final approval.

Key Responsibilities

  • Lead competitive proposals – Own the planning, process, schedule, and quality of assigned proposals from pre‑RFP through submittal, partnering with capture leaders and cross‑functional teams to deliver compliant, compelling, and on‑time submissions.
  • Apply process rigor and manage risk – Tailor established proposal processes, proactively identify and mitigate risks, and coordinate geographically dispersed contributors to produce cohesive, high‑quality products.
  • Own proposal tools and SharePoint infrastructure – Manage and enhance the proposal management SharePoint environment (sites, libraries, lists, views), configure and sustain out‑of‑the‑box workflows and tools for proposal collaboration and content management
  • Drive continuous improvement and training – Lead process, tool, and training improvement projects that strengthen proposal execution and adoption of enabling tools.

Basic Qualifications

  • Bachelor’s degree with 8 years of relevant experience, including 3+ years in a proposal leadership role on competitive proposals (Proposal Manager, Volume Captain, Capture Lead).
  • Working knowledge of all phases of the business acquisition lifecycle, with hands‑on experience in pre‑proposal, proposal development, and post‑submittal activities.
  • Minimum 6 years of experience leading complex, cross‑functional projects with accountability for outcomes and responsibility managing risk.
  • Experience leading process improvement and lessons‑learned activities.
  • Proven ability to influence at all levels in a cross‑functional organization.
  • Knowledge and understanding of the U.S. Government’s competitive acquisition process including federal procurement regulations (FAR/DFARS).
  • Proficiency in Microsoft Office 365, including advanced SharePoint Online experience configuring and maintaining sites, workflows, permissions, and content management structures.
  • Active Top Secret/SCI security clearance at the time of application.

Preferred Qualifications

  • 10 or more years of experience in a Proposal Manager role for competitive proposals of $100M in value or greater.
  • 2 or more years of experience managing direct reports.
  • Experience designing, sustaining, and providing training for SharePoint‑based business process solutions (e.g., workflows/Power Automate, forms, metadata‑driven libraries) supporting complex teams.
  • Experience leveraging Artificial Intelligence (AI) tools to streamline and improve processes.
  • Experience with U.S. space systems‑related customers and proposals.

Primary Level Salary Range: $159,500.00 - $239,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
