At HR Green, our mission is simple: Building Communities. Improving Lives.

For more than 110 years, we've partnered with municipalities, utilities, and public agencies to deliver infrastructure solutions that strengthen communities and improve quality of life. We're proud to be consistently ranked on Engineering News-Record's Top 500 Design Firms list and recognized as a Great Place to Work.

Help shape how California communities move and connect. We're seeking a Project Manager or Senior Project Manager to join our municipal engineering design practice in California. You'll lead projects that make everyday travel safer and more accessible, from complete streets and bike and pedestrian improvements to roadway widening and pavement rehabilitation.

This is an opportunity to stay close to design while taking ownership of project delivery, building lasting municipal client relationships, and coaching the engineers and designers around you. If you enjoy turning community priorities into built improvements—and want a role in growing the practice—we'd love to talk with you.

What You’ll Do

Guide municipal infrastructure projects from conceptual planning through design, bidding, permitting, and construction, combining technical leadership with responsive client service.

Project Management and Technical Delivery

  • Lead engineering design projects involving complete streets, multimodal transportation, bike and pedestrian facilities, roadway widening, pavement rehabilitation, and related municipal improvements.
  • Manage project scope, schedules, budgets, and team coordination to support quality delivery and client expectations.
  • Apply sound engineering judgment to resolve design challenges within applicable federal, state, and local criteria.
  • Take responsibility for major design tasks and sign and seal engineering documents as an authorized representative of HR Green.
  • Coordinate with municipal clients, peer consultants, and internal teams to keep decisions and deliverables moving forward.

Client Partnership and Team Leadership

  • Strengthen relationships with existing municipal clients and develop new connections that support the growth of the practice.
  • Market engineering services and help pursue and win contracts with municipal agencies.
  • Lead engineers and design staff, delegate work effectively, and coach junior team members as they develop their technical and project delivery skills.

What You Bring

You bring a strong roadway design foundation, confidence leading projects and people, and an interest in building the client relationships that sustain a municipal engineering practice.

Required Qualifications

  • Bachelor’s degree in civil engineering.
  • 10 or more years of relevant transportation engineering experience, including roadway transportation design.
  • Experience managing design and construction projects, including concept and final design.
  • Ability to market engineering services to new and existing clients and contribute to municipal contract pursuits.
  • Experience delegating work, coaching staff, and communicating effectively with clients, consultants, and project teams.
  • Current, valid California Professional Engineer (P.E.) license and the ability to obtain licensure in other states where HR Green conducts business.
  • Valid driver’s license in your state of residence and the ability to drive a motor vehicle for company business.

Preferred Qualifications

  • Experience delivering complete streets, multimodal transportation, bike and pedestrian, pavement rehabilitation, or other municipal engineering design projects.
  • Established municipal agency relationships and a record of contributing to successful public agency pursuits.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
