Job Summary:
DT Professional Services is seeking a Program Manager/Project Manager II to support our NSWC team in Port Hueneme, CA. This role will be responsible for providing technical expertise in the overall planning, direction, and successful execution of all contract requirements.
Responsibilities:
  • Lead program planning and control activities to ensure alignment with organizational goals, timelines, and deliverables.
  • Manage and allocate program resources effectively, including personnel, materials, and subcontracted support.
  • Identify, assess, and mitigate program and project risks through proactive risk management practices.
  • Develop Rough Order of Magnitude (ROM) estimates to support early planning, forecasting, and decision-making.
  • Prepare, manage, and monitor program budgets, ensuring cost control and financial accountability.
  • Establish and maintain detailed project schedules, tracking milestones, dependencies, and critical paths.
  • Monitor program performance against cost, schedule, and technical baselines; provide regular status reports to stakeholders.
  • Prepare, review, and transmit required program documentation, ensuring accuracy, timeliness, and compliance with standards.
  • Implement and enforce quality control processes to ensure deliverables meet contractual, regulatory, and organizational requirements.

Basic Qualifications:

  • Active Secret clearance.
  • Masters Degree in Mathematics, Engineering, M.B.A or other technical degree.
  • 12 years of relevant experience supporting professional and administrative support services programs.
  • Project Management Professional (PMP) or DAWIA III in Program Management.
  • Certified Scrum Master or Project Management Institute (PMI) Agile Certified Practitioner.
  • Conceptual knowledge of US Navy Combat Systems.
  • Foreign Military Sales familiarity.
  • Excellent communication and briefing skills.
  • Experience with cost, schedule and performance as it related to program execution.
  • Program and personnel management.
  • Strong experience within financial management and risk management policies and assessment.
  • Experience working in a program office or PEO at a Navy Systems Command.
  • Program management experience running a large support services contract with multiple subcontractors.
