Program Manager
Position Description (PD)
The Program Manager is responsible for the overall planning, execution, and success of assigned programs and projects. This role oversees large, multi-year efforts often divided into several sub-programs and tasks, ensuring all objectives are delivered on time, within scope, and within budget. The manager serves as the primary leader for program definition, organization, and direction of both short- and long-range plans.
Responsibilities include:
- Provide leadership and management of program objectives, ensuring alignment with organizational goals and customer requirements.
- Define program scope, goals, technical approach, and deliverables.
- Develop and maintain overall program plans, schedules, milestones, and cost controls.
- Coordinate with agency or activity personnel to define and negotiate necessary resources.
- Monitor program performance, proactively identifying risks and implementing mitigation strategies.
- Ensure compliance with technical, contractual, and regulatory requirements.
- Guide, mentor, and coordinate program staff and sub-program/task leads.
- Communicate program status, risks, and accomplishments to senior leadership and stakeholders.
- Foster strong relationships with clients, stakeholders, and partners to support program success.
Required Minimum Qualifications
Education: Bachelor’s degree in a technical or managerial discipline.
Experience:
- Minimum of 5 years of professional experience in program/project management with demonstrated ability to:
- Lead planning, organization, and execution of large programs.
- Formulate and direct technical strategies and solutions.
- Establish and control technical milestones, schedules, budgets, and costs.
- Negotiate resources and priorities with stakeholders.
Preferred Qualifications
- PMP or equivalent project management certification.
- Master’s degree in Business Administration, Project Management, or a related discipline.
- Experience managing federal government or Department of Defense (DoD) programs.
- Strong communication, negotiation, and leadership skills.
