Overview

We are looking for a Program Cost Engineer to join the Microsoft Cloud Operations and Innovation (CO&I) Team.

Microsoft CO&I is the team behind the cloud. Within CO&I, the Global Project Controls (GPC) team is responsible for delivering core datacenter infrastructure for Microsoft's cloud business. The MS portfolio consists of complex, multi-disciplinary, large scale, multi-year datacenter construction and lease projects. We are looking for a passionate, high-energy individual to help build the cloud datacenters that power the world's largest online services.

Responsibilities
  • Business Program Evaluation and Improvement: Conduct cost-benefit analyses to examine performance to value drivers (e.g., P&L, ROI); contribute to monthly business reviews and run rhythms regularly to identify what is and is not working and make improvements; collect and evaluate success criteria and performance metrics (OKRs/KPIs) and use scorecards and dashboards to monitor complex programs and identify risks, mitigation plans, and optimization opportunities.
  • Business Program Excellence and Execution: Evangelize complex programs to stakeholders, partners, and customers; leverage data and performance metrics to demonstrate program value and business impact; define and execute landing and communication plans and lead the rhythm of business across teams (Design, Engineering, Supply Chain, Finance, Technical Program Management).
  • Business Program Management: Contribute to or lead a portfolio of projects including the project plan, timelines, milestones, financial management, performance metrics, and resource needs; communicate program status and risk and hold stakeholders accountable to schedule, risk mitigation plans, and processes.
  • Business Program Planning and Design: Define and track success criteria and performance metrics; design compliant complex programs with cross-functional stakeholders; identify and scope opportunities to develop new programs and improve existing ones; perform program landscape research, forecasting, and trend analysis.

Qualifications

Required Qualifications

  • Bachelor's Degree AND 4+ years experience in engineering, product/technical program management, data analysis, or product development
    • OR equivalent experience.
  • 2+ years of experience managing cross-functional and/or cross-team projects.

Other Requirements

  • Microsoft Cloud Background Check: This position will be required to pass the Microsoft Cloud background check upon hire/transfer and every two years thereafter.   
  • Citizenship & Citizenship Verification: This position requires verification of U.S. citizenship due to citizenship-based legal restrictions. Specifically, this position supports United States federal, state, and/or local United States government agency customer and is subject to certain citizenship-based restrictions where required or permitted by applicable law. To meet this legal requirement, citizenship will be verified via a valid passport.

Preferred Qualifications

  • Bachelor's Degree AND 7+ years experience engineering, product/technical program management, data analysis, or product development OR equivalent experience.
  • 7+ years of experience in engineering, procurement and construction projects or operating in industrial facilities in a cost control position with responsibility to drive cost and schedule project performance in an owner's role, or for an EPC or general contractor.
  • Applied understanding of project controls principles combining cost and schedule impacts to projects, cost management, estimating, scheduling and change control; demonstrated ability to generate descriptive and predictive insights from data via analytic methods.
  • Progressed experience with applications such as MS Office (specifically Excel), SharePoint, Power BI, and Earned Value Management Systems; working knowledge of project management software such as Omega 365 is a plus; exposure to performance measurement and cost/schedule integration concepts and principles.
  • Demonstrated consistent, effective written and oral communication skills with customers across all levels of the organization; expresses ideas, exercises sound judgment, and effectively listens.
  • Construction industry experience with a background in project controls functions managing complex, multi-group, multi-disciplinary projects.
  • Ability to build collaborative relationships with a wide variety of stakeholders including cost management and scheduling teams, design and engineering managers, construction managers, finance partners, software engineers, and various levels of executives.
  • Problem-solving and critical-thinking skills, with a demonstrated commitment to data-driven decision-making and program management.

Technical Program Management IC4 - The typical base pay range for this role across the U.S. is USD $119,800 - $234,700 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $160,200 - $261,000 per year.
