Job Description
The Orals Presentation Specialist reports directly to the VP of Proposal Operations and is a high-level proposal strategist who manages and prepares key personnel and technical teams to deliver winning, competitive oral presentations to government agencies. They partner with the Proposal Team to bridge written proposals and live execution by developing talk tracks, designing compliant slides, and running rigorous rehearsals to maximize scoring potential.
Roles & Responsibilities
RFP Deconstruction & Evaluator Alignment: Analyze Requests for Proposals (RFPs), Rules of Engagement (ROE), and government evaluation criteria to ensure the presentation directly maps to the agency scoring team guidelines. Develop scoring matrices and evaluator-focused delivery objectives to help presenters understand exactly how to earn evaluation points. Ensure all messaging is customer-focused, mission-aligned, and tailored to the agency's priorities and pain points. Develop master outlines inclusive of time allotment and RFP section compliance with slide sections.
Content Strategy & Win Theme Integration: Transform dense technical volumes into clear, concise, and compelling "talk tracks" and visual aids designed specifically for an evaluation audience with a focus on the development of strength-based content. Embed win themes, discriminators, value propositions, and proof points into all oral content.
Presentation Coaching & Readiness: Train executives, Subject Matter Experts (SMEs), and proposed Program Managers in public speaking, tone, pacing, body language, and strategic question-and-answer (Q&A) handling techniques. Provide specialized coaching on cognitive load, storytelling, and forming rapport with evaluators. Conduct one-on-one coaching focused on presence, message control, and delivery under pressure.
Rehearsal Facilitation & Scenario Simulation: Organize and moderate Red Team and mock Q&A sessions under simulated, high-pressure evaluation conditions to eliminate risks and boost team confidence. Engineer scenario-based, and curveball Q&A sessions to mitigate risks and strengthen team readiness.
Visual Communication & Simplicity: Partner with graphic designers to develop highly compliant, RFP-specific slides (e.g., meeting strict RFP presentation requirements) that maximize scoring potential. Build flow diagrams that unify written content with oral messaging. Ensure visual simplicity and evaluator clarity, eliminating extraneous or complex visuals that dilute key messages. Manage the slide authors to ensure content is on schedule for deadlines and reviews.
Logistics & Technical Management: Manage the logistics and technical setups required for both in-person and virtual Government presentations, including equipment prep, backups, timing controls, and file compliance. Oversee rehearsal and live-delivery environments to ensure seamless execution.
Ethical & Effective AI Integration: Proficient in the ethical and effective application of Generative AI tools within the presentation lifecycle to enhance the research, content structuring, and initial drafting phases of oral presentations.
Compliance & Quality Assurance: Validate that oral content meets all RFP instructions, timing constraints, anonymity rules, and submission protocols. Maintain and enforce a standardized Orals Playbook based on industry best-of-breed methodology containing best practices, templates, methods, and step-by-step processes to ensure every oral presentation is compliant, compelling, and repeatable across bids. Conduct post-presentation debriefs, lessons learned, and continuous improvement cycles.
Required Education, Experience, & Skills
Education: Bachelor's degree in Communications, Marketing, Graphic Design, Business, or related discipline.
Experience: 3-7+ years of experience in Government oral proposals, capture management, or executive presentation coaching. Experience managing direct reports.
Federal & Regulatory Knowledge: Deep understanding of Federal Acquisition Regulation (FAR) guidelines and demonstrated experience handling source selection processes as they apply to oral evaluations (including FEDSIM).
Soft Skills & Communication: Outstanding verbal communication, critical strategic thinking under pressure, and the ability to provide and receive constructive feedback. Strong facilitation skills, especially in high-stress, rapid-iteration rehearsal environments.
Security Clearance: Active US Security Secret Clearance; ability to obtain TS/SCI.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
