Responsibilities
The General Manger of the Launch Operations Division (LOD) leads an organization of engineers providing technical expertise and critical recommendations to the Space Force's Space and Missile Systems Center (SMC) Launch Enterprise customer (ECL) to achieve mission success in the areas of launch acquisition, new launch system development and non-recurring design certification, and recurring flightworthiness certification and launch operations for national security Atlas, Delta and Vulcan missions.
The LOD General Manager is also responsible for managing the Aerospace Eastern Range Directorate and Western Range Directorate that provide support to the 45th and 30th Space Deltas, respectively. In addition to direct customer support, the General Manager will be responsible for establishing the technical operating plans, managing STE allocation and funding, overseeing the quality of technical products, strategic planning, goals and objective setting, maintaining an integrated risk posture for each program, tracking external developments that may impact the mission area, and staff planning and development. Finally, the General Manager will be responsible for leading support to corporate strategic initiatives, in particular the evolution of agile launch mission assurance processes.
Key Functions
- Aerospace lead for the technical operating plans, budget control, staffing, succession planning, workforce needs, personnel development, customer interaction, and technical positions
- Develop the division objectives and strategy consistent with the corporate goals and initiatives, customer expectations, and provide direction and planning for achieving strategic goals
- Maintain division focus on mission assurance from cradle to grave across the portfolio, with special emphasis on the flyout of heritage Atlas V and Delta IV systems, concurrent with the development of the Vulcan system
- Provide leadership to the LOD efforts to evolve mission assurance processes to maximize effectiveness through non-recurring design validation and streamlining of recurring mission assurance by utilizing new ways to build launch confidence
- Track and communicate the mission assurance and risk posture across the portfolio
- Ensure timely support to anomaly resolution and continue to increase value in launch operations
- Actively participate in customer senior decision forums across the portfolio
- Work with Launch Systems Division to provide integration and coordination of Aerospace support to cross-system launch issues
- Work with the customer to define high value scope of work and position Aerospace in the highest value functions across the program
- Translate customer technical operating plans into technical priorities, manage budget constraints, plan and execute staffing as required
- Anticipate the customer’s future needs and create an agile work force that can lead the changes necessary
- Set the organization structure, guide staffing, develop and grow the management team through mentoring, providing critical feedback, and coaching aimed at developing an agile and inclusive workforce
Qualifications
Required
- Minimum 15 years of relevant experience with assuring space mission success and launch system development and acquisition support.
- Bachelor’s degree in technical subject area.
- Demonstrated management skills across budget, planning and customer accounts.
- Demonstrated ability to build and lead diverse, multidisciplinary teams.
- Strong interpersonal, verbal and written communication skills for interactions at all levels.
- Strong customer communication skills required to effectively engage customers and build trusted relationships.
- Ability to influence outcomes utilizing objective facts and strategic thinking.
- Demonstrated executive leadership, strategic planning and change management skills.
- Significant travel.
- Current Secret clearance with ability to obtain TS/SCI, which is issued by the US government. U.S citizenship is required to obtain a security clearance
Preferred
- Advanced technical degree.
- Experience with Civil and Commercial launch customers
- Knowledge of mission assurance processes.
- Experience with Agile techniques for mission assurance
- Experience with major system acquisitions
