LA28 is the independent, non-profit, privately funded organizing committee for the Los Angeles 2028 Olympic and Paralympic Games. The 2028 Games mark the return of the Summer Games to the U.S. for the first time in 32 years and Los Angeles’ third time hosting an Olympic Games and first time welcoming the Paralympic Games. This presents the unique and exciting opportunity to celebrate our legacy with the Games and push the Olympic and Paralympic Movements forward, writing a new chapter of Games history in Los Angeles.

Manager, Infrastructure & Operations 

The Manager, Infrastructure & Operations ensures that accessibility is embedded into infrastructure planning, venue design, overlay, and operational readiness for all LA28 Olympic and Paralympic Games venues. Reporting to the Senior Manager, Accessibility Planning & Delivery, this role collaborates with Functional Areas (FAs) including Venue Infrastructure (VNI), Logistics (LOG), Transport (TRA), Security (SEC), and Workforce (WKF) to ensure all built environments and operational systems meet accessibility standards. 

This position leads accessibility audits, risk assessments, and readiness reviews for competition and non-competition venues, ensuring adherence to federal, state, and international accessibility standards and alignment with the LA28 Accessibility Strategy and Enhancement Program. 

Key Responsibilities:

Infrastructure Planning and Delivery 

  • Integrate games accessibility standards into venue design, construction, and operational planning
  • Partner with delivery FAs and external partners to ensure games accessibility requirements are implemented early in design and maintained through delivery
  • Support preparation of accessibility documentation and input into design packages, procurement scopes, and operational readiness plans 

Compliance and Risk Management

  • Support accessibility inspections, audits, and venue reviews in coordination with internal and external accessibility subject matter experts, consultants, and technical partners
  • Review venue plans, operational layouts, and design drawings to help identify accessibility gaps, operational risks, and potential non-compliance issues
  • Coordinate with delivery functional areas, venue teams, consultants, and contractors to track mitigation efforts and support timely resolution of accessibility-related issues
  • Support adherence to ADA, CBC 20252, IPC accessibility guide, and other relevant accessibility codes, standards, and games requirements 

Operational Integration and Collaboration

  • Represent the accessibility functional area in infrastructure and operations planning forums, ensuring accessibility is integrated across milestones and reviews
  • Coordinate with venue delivery and logistics teams to validate accessible routes, seating, restrooms, and spectator areas
  • Support readiness reviews, test events, and operational exercises to confirm accessibility preparedness 

 Documentation and Reporting

  • Maintain up-to-date records of accessibility assessments, corrective actions, and readiness status
  • Contribute to risk registers, dashboards, and reports for Accessibility leadership and delivery FAs
  • Support knowledge sharing by contributing lessons learned to Accessibility tools and templates   
Background & Requirements:
  • Bachelor’s degree or equivalent in Architecture, Engineering, Construction Management, or related field
  • 5 years of experience in infrastructure or venue operations with a focus on accessibility or compliance
  • Demonstrated experience applying accessibility standards in infrastructure or event environments
  • Strong understanding of regulatory frameworks and risk management processes 

Knowledge of: 

  • Accessibility codes and standards including ADA, sections 504/508, California building code 2025, and familiarity with the IPC Accessibility Guide preferred.
  • Venue and infrastructure planning, design, and construction processes
  • Compliance verification, auditing, and accessibility inspection procedures
  • Operational readiness planning and testing for large-scale events 

Skill in: 

  • Coordinating multi-disciplinary teams across infrastructure, operations, and logistics
  • Reviewing design documentation and identifying accessibility gaps
    Managing audits, inspections, and issue resolution workflows
  • Tracking progress using project management and reporting tools
  • Communicating effectively with design consultants, contractors, and delivery partners

Ability TO:  

  • Interpret accessibility standards and apply them in design and operational contexts
  • Identify and mitigate accessibility risks in complex, multi-stakeholder environments
  • Manage competing priorities under tight deadlines
  • Collaborate effectively across technical, operational, and executive levels
  • Experience collaborating with games delivery partners, city agencies, or event organizing committees on accessibility, infrastructure, or venue operations
  • Multi-sport or large-scale event experience with a focus on accessible venue planning and delivery
  • Familiarity with event and sports related accessibility guidelines
  • Advanced knowledge of inclusive design and accessibility compliance in built environments
  • Demonstrated ability to lead diverse, cross-functional teams and coordinate among multicultural stakeholder groups

Physical Requirements and Working Conditions:
  • Available to work onsite in our Downtown Los Angeles-based office.
  • The majority ofwork will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment.
  • The LA28 office is anopen floorplanworking environment; employees must be able to work efficiently in anopen cubicleenvironment.
  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods.
  • Perform other duties asrequired; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games. 

Preferred Training / Certifications 

  • Professional certification, training, or equivalent demonstrated expertise in accessibility compliance, disability inclusion, universal design, accessibility planning, or related disciplines.
  • Fluent working with office suite products, including Microsoft excel and PowerPoint 
  • Experience with data analytics and reporting tools is a plus
  • Proficiency in project management tools and software, including Smartsheet. 

The annual base salary range for this position is $88,000 - $115,000. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
