Manager, Global Mobility Operations

The Manager of Global Mobility Operations is a critical role on the People Management (PEM) team, supporting the enterprise-wide goal of welcoming the world for the 2028 Olympic & Paralympic Games. Working under the direction of the Head of Global Mobility, the incumbent will serve as a key operational partner within LA28’s Global Mobility Center of Excellence (COE), supporting the execution and operationalization of country entry, immigration compliance, and international workforce mobility initiatives before and during Games Time. The Manager of Global Mobility Operations will report to the Head of Global Mobility. 

This role will support the day-to-day administration, coordination, tracking, and operational management of LA28’s global mobility programs and processes, including visa and work authorization support, immigration compliance tracking, workforce onboarding support, stakeholder coordination, operational reporting, and cross   functional collaboration with internal and external partners. The incumbent will lead the preparation, coordination, and management of both initial and renewal-based immigration matters, including but not limited to TN, O 1, H1B1, E 3, J 1, and other relevant nonimmigrant classifications, while ensuring alignment with applicable U.S. immigration regulations and internal LA28 compliance protocols. 

The Manager will work closely with other Functional Areas (FAs) to support seamless, compliant, and operationally effective country entry experience for LA28 endorsed travelers, workforce populations, and Games related stakeholders 

Key Responsibilities:
  • Manage operational casework activities for the COE, including the preparation, coordination, tracking, and management of both initial and renewal-based immigration matters for LA28 endorsed stakeholders and workforce populations, including but not limited to TN, O-1, H1B1, E-3, J-1, and other relevant nonimmigrant classifications 
  • Support LA28’s international hiring and workforce processes, including coordination of visa, appointments for visas, and work authorization support for international hires, temporary workers, consultants, and other applicable workforce populations, where required 
  • Partner closely with LA28’s Legal team and external immigration counsel on compliance, information sharing, country entry facilitation, and international hire matters. 
  • Maintain subject matter expertise in U.S. immigration, country entry, and evolving regulations, policies, and operational best practices relevant to LA28’s workforce and stakeholder populations 
  • Work cross functionally across LA28 Functional Areas (FA) to assess travel volumes, entrant categories, workforce planning, and operational needs across employee, contractor, visitor, volunteer, and stakeholder populations. 
  • Serve as an operational POC for LA28 endorsed travelers and other entrants requiring mobility and country entry support, coordinating communications, stakeholder engagement, task management, outside counsel collaboration, and liaison activities with federal government partners. 
  • Support operational reporting, metrics tracking, compliance monitoring, data management, and leadership reporting related to GM and country entry operations, while collaborating with LA28’s Technology team to enhance operational platforms and solutions supporting the COE. 
  • Demonstrate sound judgment, professionalism, discretion, and composure while operating in a fast paced, high visibility, and evolving operational environment involving sensitive workforce and country entry related matters 
  • Other duties as assigned 
Background & Requirements:
  • Demonstrated experience managing and tracking initial and renewal-based employment and exchange visitor immigration matters, including TN, O-1, H1B1, E-3, J-1, and other nonimmigrant classifications. 
  • Minimum 5+ years of experience in global mobility, immigration operations, country entry, workforce mobility, government relations, international workforce coordination, or related operational fields. 
  • Preferred minimum 5 years of experience supporting large scale global events, international workforce mobilization, travel operations, entrant management, or high-volume stakeholder coordination environments.  
  • Strong working knowledge of U.S. immigration processes, documentation requirements, compliance obligations, timelines, and case management practices related to employment based and exchange visitor visa classifications 
  • Extensive experience working within the U.S. immigration framework, including collaboration with the Department of State, DHS, USCIS, CBP, and other federal government entities. 
  • Exceptional stakeholder management skills and experience, including demonstrated success liaising with and managing a wide variety of internal and external stakeholders in complex and high visibility environments 
  • Strong communication skills with the ability to translate complex operational and immigration related information into practical guidance while exercising sound judgment in assessing operational, compliance, and reputational risks. 
Expectations:
  • Strong operational knowledge of employment based and exchange visitor, immigration classifications, including practical experience supporting TN, O-1, H1B1, E-3, J-1, and other relevant nonimmigrant visa processes and compliance requirements 
  • Subject matter expertise in global mobility, immigration operations, and country entry requirements, including experience navigating federal government processes and supporting large scale, high visibility workforce mobilization efforts. 
  • Ability to translate complex technical and operational information into clear stakeholder communications while managing multiple priorities, evolving timelines, and projects with accuracy and efficiency. 
  • Demonstrated ability to adapt quickly and operate effectively in fast paced, high visibility environments requiring flexibility, professionalism, responsiveness, and sound judgment. 
  • Demonstrates high integrity, professionalism, and sound judgment while handling sensitive operational and stakeholder matters, with a strong commitment to operational excellence, continuous improvement, and supporting LA28’s mission
Education:
  • Bachelor’s and/or master's degree in HR, Business Administration, International Relations, Organizational Leadership, Public Administration, Legal Studies, or a related field, or equivalent relevant work experience.
Physical Requirements and Working Conditions:
  • Available to work onsite in our Downtown Los Angeles-based office. 
  • The majority of work will be conducted in an office setting, requiring extended periods of time using computers, phones, and other office equipment.   
  • The LA28 office is an open floorplan working environment; employees must be able to work efficiently in an open cubicle environment.   
  • Hours of work may vary, including evenings, weekends, and holidays, especially during peak event periods.  
  • Perform other duties as required; the role will evolve over time and may include operational responsibilities during the Olympic and Paralympic Games.  

The annual base salary range for this position is $88,000.00 - $115,000.00. The pay scale provided is the range that LA28 reasonably expects to pay as starting base compensation for this role. All LA28 compensation remains subject to final determination based on individual candidate qualifications, experience, or other reasonable criteria consistent with LA28’s operational business needs and applicable law.
