MAJOR RESPONSIBILITIES/ESSENTIAL FUNCTIONS 

1. House Supervision & Hospital Command Structure

• Direct oversight of Administrative Nursing Supervisors (House Supervisors).

• Ensures effective hospital-wide command during off-shifts.

• Standardizes escalation pathways for bed control, capacity management, and emergency response.

• Ensures compliance with Title 22 staffing ratios, EMTALA, and regulatory standards.

• Ensures operational alignment with approved Nursing Services policies and procedures.

2. Staffing Operations & Workforce Optimization

• Oversees centralized staffing operations and float pool resource allocation.

• Ensures staffing aligns with census, acuity, regulatory ratios, and budget targets.

• Monitors labor cost drivers including overtime, premium pay, and agency utilization.

• Conducts staffing productivity analysis and variance reporting.

3. Throughput & Capacity Management

• Oversees Discharge Lounge operations.

• Partners with ED, Case Management, and Hospitalists to improve length of stay and bed turnover.

• Develops corrective action plans for throughput inefficiencies.

4. Specialty Nursing Programs Oversight

• Operational management of Wound Care, Dialysis services, Line Team and others specialty nursing services.

• Ensures quality outcomes, documentation compliance, and regulatory readiness.

• Validates competency and scope-of-practice adherence.

5. Nursing Services Policies & Procedures Governance

• Oversees development, review, revision, and implementation of Nursing Services P&P.

• Ensures alignment with Title 22, CMS Conditions of Participation, and accreditation standards.

• Coordinates policy review cycles and conducts compliance audits.

• Supports survey readiness through policy operationalization.

6. Financial Stewardship

• Assists in development and management of Administrative Nursing budgets.

• Conducts productivity benchmarking and cost containment analysis.

• Participates in capital planning for centralized nursing services.

7. Regulatory & Survey Readiness

• Maintains system-level survey readiness.

• Partners with Quality and Risk on corrective action plans.

• Leads mock tracers related to staffing, supervision, and specialty services.

8. Leadership & Workforce Development

• Supervises House Supervisors, Float Pool leadership, Discharge Lounge staff, and specialty coordinators.

• Conducts performance evaluations and supports recruitment and retention.

• Promotes accountability, collaboration, and operational excellence.

9. Executive Collaboration

• Partners with Director, CNO/ACNO, COO, and Medical Staff leadership.

• Participates in hospital command during emergencies and represents Nursing Administration in operational forums.


JOB QUALIFICATIONS

Minimum Education (Indicate minimum education or degree required.)

  • Bachelor of Science in Nursing (BSN) required.

Preferred Education (Indicate preferred education or degree required.)

  • Master’s degree (MSN, MHA, MBA) preferred.

Minimum Work Experience and Qualifications (Indicate minimum years of job experience, skills or abilities required for the job.)

  • Minimum 5 years acute care RN experience.
  • Minimum 3 years progressive nursing leadership experience.
  • Experience managing staffing operations and policy implementation.
  • Working knowledge of Title 22, EMTALA, CMS Conditions of Participation, and Joint Commission standards.

Preferred Work Experience and Qualifications (Indicate preferred years of job experience, skills or abilities required for the job.)

  • NE-BC, NEA-BC, CNL, FACHE or equivalent Professional Nursing Leadership Certification from a nationally recognized organization upon hire preferred 

Required Licensure, Certification, Registration or Designation (List any licensure or certification required and specify name of agency.)

  • Current California RN license.
  • American Heart Association BLS Card
  • American Heart Association ACLS Card
  • Assault Response Competency (ARC) required (within 30 days of hire) 
  • NIH Stoke certification required 30 days from date of hire.
  • Current Los Angeles County Fire Card (or must be obtained within 30 days of employment)
  • NE-BC or NEA-BC within 1 year of hire
