Job Summary

Aptive is seeking a Management Analyst to provide enterprise-level management analysis, performance monitoring, and operational support to leadership within the ICE Health Service Corps (IHSC) Health Information Technology Unit (HITU). This role supports effective governance, reporting, and execution of the modernized EHR and related Health IT initiatives.

The Management Analyst analyzes EHR workloads, enhancement pipelines, and operational metrics; develops analytical dashboards and reporting products within Government-managed systems; and facilitates IT governance meetings while tracking decisions and action items. The position supports release planning and coordination and identifies process improvement opportunities across EHR operations and governance.

The ideal candidate can synthesize complex technical and clinical information into clear, actionable insight and coordinate effectively between clinical users, technical teams, and leadership in a large-scale federal healthcare program.

Primary Responsibilities
  • Provide senior analytical support for HITU, focusing on operations, performance, and readiness.
  • Analyze EHR workloads, enhancement pipelines, and operational metrics to inform leadership decision-making.
  • Develop and maintain analytical dashboards and reporting products in support of Government-managed systems.
  • Support release planning and coordination, including tracking impacts to operations, training, and support functions for HITU programs.
  • Facilitate IT governance meetings, document decisions, and track action items.
  • Support operational planning, resource analysis, and workload forecasting for HITU programs.
  • Identify process improvement opportunities within EHR operations and governance processes.
  • Coordinate with clinical stakeholders, technical teams, trainers, and leadership.
  • Maintain documentation related to HITU program operations, decisions, and outcomes.
Minimum Qualifications
  • Advanced experience supporting large-scale programs, including operational analysis, performance tracking, and readiness assessment.
  • Strong analytical ability to evaluate operational workloads, enhancement pipelines, and system usage trends.
  • Expertise in developing program metrics, dashboards, and management reports for leadership decision-making.
  • Ability to support release coordination, including tracking impacts to operations, training, and support functions.
  • Experience facilitating governance meetings, documenting decisions, and tracking action items.
  • Ability to identify process improvement opportunities within operational workflows and governance processes.
  • Strong skills in synthesizing complex technical and clinical information into clear, actionable insights.
  • Demonstrated ability to support coordination between clinical users, technical teams, and leadership.
  • Ability to obtain and maintain a DHS/ICE fitness determination (public trust) and execute a DHS Non-Disclosure Agreement.
  • Legal authorization to work in the U.S.
Desired Qualifications
  • Experience supporting DHS, ICE, IHSC, or other federal healthcare IT or EHR modernization (EHRM) programs.
  • Experience supporting EHR operations, release coordination, and governance in a large healthcare system.
  • Demonstrated ability to coordinate between clinical users, technical teams, and leadership.
  • Experience with Microsoft 365, SharePoint, Power BI, Tableau, and related dashboarding/reporting tools.
