Northrop Grumman Aeronautics Systems has an opening for either a Level 2 Proposal Analyst or a Level 3 Principal Proposal Analyst to join our team of qualified, diverse individuals! This position will be on site in Redondo Beach, CA. Our team follows the 9/80 schedule with every other Friday off, and offers a hybrid work environment to allow teleworking on the working Friday.

The Analyst will support efforts associated with proposal development, cost estimating/pricing related duties and analysis in accordance with request for proposal (RFP) specifications, and in compliance with regulatory requirements.  Will coordinate with functional departments to facilitate the collection and accumulation of cost, scheduling, and performance elements and research and analyze historical data and develop cost models to support proposal efforts.  Coordinates activities and participates in fact-finding meetings and in should-cost and pricing reviews with management and customer representatives. Join a fast‑moving, growth‑driven team in the Production & Development Operating Unit of the F‑35 Program.

Roles and Responsibilities to include but not limited to:

  • Compiles cost, schedule, and technical elements in the development of proposals in accordance with request for proposal (RFP) specifications.
  • Works in a team environment to develop proposals in response to customer requests.
  • Researches and analyzes historical data, develops cost models to support proposal efforts.
  • Coordinates activities and participates in fact-finding meetings.
  • Participates in should-cost and pricing reviews with management and customer representatives.
  • Participates as a member of the contract negotiating team.
  • Prepares and coordinates with others to prepare proposals in compliance with applicable government regulations and internal policies
  • Prepares and participates in preparation of certified cost or pricing data packages
  • Supports proposal audits and negotiations with customers

The requisition may be filled at either a Level 2 or a Level 3 Proposal Analyst depending upon candidate qualifications and experience.

Basic Qualifications for a Level 2 Proposal Analyst:

  • Bachelor’s degree in business, finance, economics or related discipline with 2 years of proposal or material estimating experience OR a Master's degree in business, finance, economics or related discipline.
  • Ability to perform and apply cost accounting, pricing and estimating concepts and principles
  • Proficient with MS Office Suite, specifically Excel, PowerPoint, and Word
  • Ability to obtain and maintain a US Government Secret clearance.
  • US Citizenship

Basic Qualifications for a Level 3 Principal Proposal Analyst:

  • Bachelor’s degree in business, finance, economics or related discipline with 5 years of proposal or material estimating experience OR a Master's degree in business, finance, economics or related discipline with 3 years of proposal or material estimating experience
  • Ability to perform and apply cost accounting, pricing and estimating concepts and principles
  • Proficient with MS Office Suite, specifically Excel, PowerPoint and Word
  • Ability to obtain and maintain a US Government Secret clearance.
  • US Citizenship

Preferred qualifications:

  • Bachelor's Degree in Finance, Accounting, Economics, Business or Supply chain
  • Knowledge of FAR, DFARS, and other U.S. Federal Government contracting regulations
  • Aerospace/Defense industry experience
  • Knowledge of Cost Accounting
  • Experience with SAP/S4
  • Experience with program cost analysis in an engineering and manufacturing environment
  • Working knowledge of government contract environment (FAR and DFARS)
  • Working knowledge of cost accounting standards, generally accepted accounting principles and accounting/proposal auditing techniques
  • Experience with ProPricer

Primary Level Salary Range: $75,800.00 - $113,800.00Secondary Level Salary Range: $94,200.00 - $141,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
