As a Lead Technical Program Manager in Chief Technology Office (CTO) - Enterprise Services & Platforms, you will drive the successful delivery of complex technology projects and programs that will help reaching business goals across the firm. You will combine strong program leadership with data engineering depth to shape and deliver modern data platforms and data products in a highly regulated financial services environment. Your strong analytical reasoning and adaptability skills will enable you to navigate through ambiguity and change, ensuring that technology initiatives align with business goals. With advanced communication and stakeholder management abilities, you will foster productive working relationships and influence decision-making to achieve mutually beneficial outcomes. As a subject matter expert, you will contribute to the development of operational plans and risk management strategies, ensuring the highest quality and professionalism in service delivery.

- Develop and execute comprehensive project plans, incorporating technical requirements, resource allocation, and timelines to ensure on-time delivery of technology solutions
- Own end-to-end CI/CD management for program delivery, partner with engineering to define and maintain pipelines from code commit through build, test, security scanning, deployment, and post-deploy validation; ensure release automation, environment promotion controls, rollback procedures, and deployment metrics are in place.
- Uses enterprise-authorized AI capabilities within the work environment to accelerate program planning and risk synthesis (e.g., consolidating inputs into integrated plans, RAID, and executive-ready updates), validating outputs and handling data according to sensitivity requirements.
- Identify and mitigate risks, proactively addressing potential roadblocks and implementing contingency plans to maintain project and program momentum
- Collaborate with cross-functional teams, including engineering, product, and business stakeholders, to define program scope, objectives, and deliverables, ensuring alignment with overall business goals
- Produce executive-level reporting and narratives (dashboards, program health readouts, decision memos) that translate complex technical and delivery topics into actionable insights; highlighting tradeoffs, risks, dependencies, financials/budget, and clear recommendations to enable timely decision-making by senior leaders.
- Utilize advanced analytical reasoning to assess program performance, identify areas for improvement, and implement data-driven optimizations to enhance efficiency and effectiveness
- Champion agile delivery practices and continuous improvement, establishing effective governance routines (RAID, integrated plans, executive updates) and fostering a culture of learning and innovation within the team
- Promotes reuse-first, AI-assisted practices for program governance and reporting, ensuring human review and alignment to delivery standards.
Required qualifications, capabilities, and skills
- 10+ years of experience or equivalent expertise in technical program management, leading complex technology projects and programs in a large organization
- Demonstrated experience using enterprise-authorized AI capabilities within the work environment to support program management workflows with strong validation habits and awareness of data sensitivity.
- Ability to review and validate AI-assisted plans, risks, and recommendations before use, escalating when uncertain and following data handling expectations.
- Advanced expertise in stakeholder management, with the ability to establish productive working relationships and influence decision-making across cross-functional teams and clients
- Proven track record of effectively managing resources, budgets, and high-performing teams in a fast-paced, agile environment
- Demonstrated proficiency in applying analytical reasoning and problem-solving techniques to break down business, technical, or operational objectives into manageable tasks and activities
Preferred qualifications, capabilities, and skills
- Experience delivering on modern data stacks (e.g., cloud data platforms, lakehouse/warehouse patterns, streaming platforms) and partnering with architecture on scalability, resiliency, and cost-to-serve.
- Experience with governance and controls: data access controls, privacy/PII handling, auditability, SDLC/change management, and operational resilience expectations.
- Familiarity with CI/CD practices for data/platform delivery (policy-as-code, automated testing, vulnerability scanning, artifact management, environment promotion).
- Experience enabling analytics/ML ecosystems (e.g., curated datasets, feature pipelines) and partnering with data science/analytics teams.
- Relevant certifications (PMP, SAFe, Scrum, AWS/Azure) or experience with core stack (Databricks/Snowflake, Kafka, Airflow, AWS/Azure) are a plus.
