The Organization

North Los Angeles County Regional Center “NLACRC” is a private, non-profit agency that is contracted with the State of California, Department of Developmental Services, to provide services to individuals with intellectual and developmental disabilities. NLACRC is one of the largest regional centers in California and has proudly served the San Fernando Valley, Santa Clarita Valley, and Antelope Valley since 1974. We serve individuals across the lifespan from infants and toddlers, school age children, transition-age youth, to adults and aging adults.

 Supervision

Receives general supervision from the IT Director and other members of the IT Department.

 The Position and Job Summary

  • Lead end-to-end delivery of IT projects, including infrastructure upgrades, cloud migrations, system implementations, and cybersecurity initiatives 
  • Define project scope, objectives, timelines, and resource requirements in collaboration with stakeholders 
  • Manage cross-functional teams including engineers, vendors, and business units 
  • Develop and maintain detailed project plans, schedules, and status reports 
  • Identify, assess, and mitigate project risks and issues proactively 
  • Ensure alignment with IT governance, compliance, and security standards 
  • Oversee vendor performance, contracts, and deliverables 
  • Facilitate regular project meetings, executive updates, and stakeholder communications 
  • Coordinate change management and ensure smooth transition to operations 
  • Track project budgets, department budget, forecasts, and financial performance

 

Employment Standards 

Qualifications

  • Bachelor’s degree in information technology, Computer Science, or related field 
  • 5–10+ years of experience managing IT or technical projects 
  • Strong understanding of IT infrastructure, cloud technologies, and security practices 
  • Experience with project management methodologies (Agile, Scrum, Waterfall, Hybrid) 
  • Proven ability to manage multiple projects simultaneously 
  • Proven ability to manage department budget

 Education & Experience

  • Bachelor’s degree in Information Technology, Computer Science, Cybersecurity
  • Relevant certifications may substitute for a portion of required experience, including: 
  • PMP (Project Management Professional) 
  • Certified Scrum Master (CSM) or other Agile certifications 
  • ITIL Certification 
  • Cloud certifications (e.g., Microsoft Azure, AWS) 
  • Information security and risk management 
  • Regulatory compliance frameworks, including Health Insurance Portability and Accountability Act (HIPAA) 
  • Data privacy laws and protection of Protected Health Information (PHI) 
  • Public sector governance, procurement, and audit processes

  • Excellent communication and stakeholder management skills 
  • Problem-solving and decision-making ability 
  • Risk management and strategic thinking 
  • Ability to translate technical concepts into business language

 Essential Requirements 

A valid California Driver's License and transportation, or acceptable substitute, may be required based on assigned duties.

  • Paid Time Off – Eligible for 3 weeks of accrued vacation in the first year, 8 hours per month sick time, education, wellness, and sabbatical time
  • Holidays – NLACRC offers 12 paid holidays throughout the year
  • Most positions are offered a hybrid – remote option

Compensation 

This position is non-exempt. Regular Salary: $52.88 - $74.71 per hour.
