Responsibilities

MV Transportation is seeking a Human Resources Manager for proposed business who is the local resource that plans, directs, and coordinates the administrative functions of Service Provider’s workforce. This individual can serve as a link between Service Provider’s employees to its management. The Human Resources Manager will be responsible for employee recruitment, screening, and retention is integral to the effective provision of customer service-oriented transportation. 


Duties and responsibilities include: 

  • Sourcing, recruiting and hiring employees 
  • Maintaining financial, payroll, personnel, reporting, and other records as needed 
  • Developing and implementing innovative recruitment approaches to find and attract unique and specialized talent 
  • Establishing a hiring process including reviewing applications or resumes, screening applicants, interviewing potential employees, and conducting reference and background checks 
  • Ensuring all personnel records are accurately maintained including maintenance of proper records and documentation of required training, certifications, and compliance 
  • Administration of compensation and benefit programs 
  • Addressing concerns or complaints received from staff either in person or through the Employee Hotline, investigating complaints, and documents finding for review by regional and corporate compliance staff 
  • Developing and implementing initiatives to improve and maintain employee satisfaction and retention and to minimize turnover 
  • Reviewing and shaping organization policies and rules in order to stay compliant and enhance the contractor’s performance 
  • Developing and revising job descriptions and training/certification checklists 
  • Monitoring staffing and projected work levels and communicate with the General Manager, Safety and Training Manager, and Operations Manager regarding anticipated changes in required staffing levels 
  • Ensuring that employee evaluations and reviews are administered on-time and objectively 
  • Participating in regular meetings with the General Manager and other departments to the assure the Contractor is achieving the stated performance goals 
  • Ensure compliance with client, company, state, and federal requirements for employment 
  • Serves as Equal Employment Opportunity (EEO) and Affirmative Action (AA) officer for the location 
  • Acts as liaison with representative of an employee union.
  • Develop, implement, administer, and continuously monitor the CONTRACTOR’s human resources programs supporting recruitment, hiring, onboarding, employeerelations, retention, and workforce planning.
  • Develop and implement recruitment, hiring, onboarding, and employee retention strategies designed to maintain adequate staffing levels, reduce employeeturnover, and support consistent delivery of the services required under this Agreement.
  • Ensure staffing levels are sufficient to support the delivery of services in accordance with this Agreement and coordinate with CONTRACTOR management to address staffing shortages, vacancies, and workforce planning needs.
  • Maintain a thorough knowledge of all applicable federal, state, and local employment laws and regulations, including equal employment opportunity requirements, wage and hour laws, workers' compensation, unemployment insurance, leave requirements, and other employment-related requirements applicable to the services provided under this Agreement.
  • Ensure CONTRACTOR personnel policies, employee handbooks, and employment practices remain current and comply with the requirements of this Agreement and applicable laws and regulations.
  • Coordinate with CONTRACTOR management and subcontractors to verify that personnel assigned to the services provided under this Agreement satisfy all contractual personnel qualification, licensing, certification, training, and background investigation requirements.
  • Coordinate with CONTRACTOR management and client regarding workforce issues that may affect contract performance, staffing levels, employee retention, labor availability, or service delivery.
  • Support CONTRACTOR management in implementing employee recognition, engagement, and retention initiatives intended to promote workforce stability andimprove employee performance.
  • Maintain records and documentation required under this Agreement and applicable laws and regulations and provide reports to client as requested.
  • Attend meetings, presentations, and other events as requested by client.
  • Be available during normal business hours and remain reachable outside normal business hours for emergencies through client-approved communicationmethods.
Qualifications

Talent Requirements:

  • A minimum of five (5) years of progressively responsible human resources management experience, including at least three (3) years supervising human resources functions for a workforce of comparable size and complexity.
  • Demonstrated knowledge of federal and California employment laws, employee relations, recruitment, workforce planning, and personnel administration.
  • Demonstrated experience supporting recruitment, hiring, employee retention, labor compliance, and workforce development initiatives.
  • Strong leadership, organizational, communication, conflict resolution, and problem-solving skills.
  • A bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field. Additional relevant experience may be substitutedfor the degree requirement.
  • Professional in Human Resources (PHR), Senior Professional in Human Resources (SPHR), SHRM Certified Professional (SHRM-CP), SHRM Senior Certified Professional (SHRM-SCP), or an equivalent professional human resources certification is desirable.
  • Critical thinking and decision-making skills  
  • Interpersonal, and diplomacy skills in dealing with employees at all levels of the organization 

Starting salary range: $96,285-$130,268
