Human Resources Manager
PBF Energy Inc. (NYSE:PBF) is one of the largest independent refiners in North America, operating through its subsidiaries, oil refineries and related facilities. We are seeking a talented Human Resources Manager to join our team as a pivotal member that would play a key role here at PBF Energy. This role would be located onsite at our Torrance Refinery in Torrance, CA.

The Human Resources (HR) Manager is responsible for leading, directing, and supporting all Human Resources functions for refinery personnel, while ensuring that management and supervision remain aligned with the Company’s short and long-term strategic goals. This role oversees the implementation and administration of both Corporate and local HR policies, procedures, and benefit programs at the refinery.  In addition, the HR Manager serves as a strategic partner and trusted advisor to the Refinery Leadership Team (RLT) and supervisory staff, providing strategic guidance and day-to-day support on a wide range of HR matters.  These include employee and labor relations, talent acquisition, employee development, performance management, policy interpretation, and benefits administration.

PRINCIPAL RESPONSIBILITIES:

  • Serves as a key member of the Refinery Manager’s leadership team, helping develop and implement refinery management philosophy, policies and practices

  • Represents the Company in handling complaints, arbitrating disputes, and resolving grievances

  • Ensures compliance with and demonstrates expertise in the USW and IBEW Collective Bargaining Agreements

  • Acts as chief spokesperson in labor negotiations with authority to commit the Company to negotiated decisions

  • Interprets collective bargaining agreements, past practices and research to address labor issues and union grievances

  • Develops labor strategies and supports workforce succession planning

  • Proactively resolves employee relations issues through investigations and recommending solutions

  • Advises supervisors and managers on disciplinary matters and corrective actions

  • Leads performance management initiatives

  • Supports leadership training to maintain and improve skills and knowledge

  • Leads and supports the HR Department

  • Implements and monitors HR policies and procedures to ensure regulatory and contractual compliance

  • Provides expert HR guidance to management and ensures consistent, fair administration of policies, discipline, management practices and labor agreements

  • Partners with Corporate team to implement new policies and regulatory requirements

  • Oversees employee benefits administration and assists employees with benefit inquiries

  • Supports recruitment strategies and hiring processes as needed

  • Approves payroll transactions, benefit invoices, and departmental expenses

  • Collaborates with the Refinery Leadership Team on facility budgets and manages the HR department expenses

  • Drives department performance through organization planning, staffing, performance evaluations and employee development

QUALIFICATIONS:

  • Bachelor’s Degree in Human Resources/Labor or related business field required

  • 10+ years of professional HR experience with a minimum of 5 years Labor Relations experience and 5+ years of supervisory experience preferably in the petrochemical, manufacturing, or refining industry required

  • PHR/SPHR Certification and/or advanced courses in the HR field preferred

  • Willingness to travel up to 20% of the time

  • This position is on site 5 days a week

The salary range for this position is $141,916.39-$258,439.84. The compensation range listed in this posting is in compliance with applicable state law.  Factors such as scope and responsibilities of the position, candidate’s work experience, education/training, job-related skills and internal peer equity will be considered in determining the selected candidate’s compensation.  Salaries at the time of hire are typically in the lower to middle portion of the above range in order to provide the opportunity to reflect future performance-based increases. In addition to salary, PBF offers a comprehensive benefits package which includes bonus eligibility, health care, retirement benefits, and paid time off.
