Lead a regional procurement team supporting refinery operations, maintenance, turnarounds, and capital projects. Manage sourcing, contracting, SAP/CLM purchase order lifecycles, supplier performance, negotiations, cost savings, risk mitigation, and compliance. Partner with Legal, Insurance, Accounting, Maintenance, Operations, and Engineering to resolve procurement and invoice issues, drive process improvements, and manage the department budget while coaching and developing staff.

Provide process engineering support to optimize refinery unit performance, ensuring safety, environmental compliance, product quality, and economic objectives. Perform calculations, data analysis, troubleshooting, modeling, turnaround support, project justification, and vendor evaluation. Lead studies on operating variables, maintain operating limits, and support engineering, construction, and startup activities.

Lead and manage all HR functions for refinery staff, serve as strategic HR partner to leadership, oversee labor relations and collective bargaining, administer benefits and HR policies, support talent acquisition, performance management, training, investigations, and departmental budgeting.

Maintain, validate, and improve refinery linear programming (LP) models to support feedstock selection, blending, and operational decisions. Manage modeling worklists, backcast model predictions versus actual performance, support users with case setup and troubleshooting, standardize data workflows, and collaborate with refinery and corporate teams to implement model improvements. Serve as primary LP contact for assigned refinery sites.

Perform pipeline maintenance and repairs, follow DOT/EHS/OSHA regulations, assist with inspections and PIG installations, respond to 24/7 callouts, and support terminal and station operations while maintaining safety and compliance.
