About the Role

We’re looking for an experienced, hands-on HR Manager to build and run our people operations as we scale. This role will own core HR functions, from employee relations, performance management, and compliance while helping create a thoughtful, transparent, and high-performance culture.

This is a high-trust, high-impact role that works closely with leadership and managers across the company.

Responsibilities
  • Own the full employee lifecycle: performance management, promotions, transitions, and offboarding

  • Serve as a trusted resource for employees and managers on HR questions, policies, and workplace concerns

  • Support performance reviews, feedback cycles, and manager development

  • Help shape company culture, values, and internal communications

  • Develop, implement, and maintain HR policies and employee handbook

  • Ensure compliance with federal, state, and local labor laws (including multi-state compliance if applicable)

  • Manage employee relations issues, investigations, and separations with professionalism and discretion

  • Partner with legal counsel as needed on employment matters

  • Administer benefits programs (health, retirement, leaves, etc.) and serve as point of contact for employees

  • Support compensation planning, benchmarking, and equity programs

  • Manage HR systems (HRIS, payroll coordination, performance tools, etc.) and ensure clean data and reporting

  • Build scalable HR processes appropriate for a fast-growing organization

  • Anticipate people-related risks as the company grows and proactively address them

  • Coordinate export control–related onboarding processes, including employee eligibility, access controls, and required trainings (e.g., ITAR/EAR), in partnership with legal counsel

  • Serve as the internal point of contact for export compliance workflows related to hiring, role changes, and terminations

  • Manage immigration processes for employees and candidates (e.g., visas, work authorization, renewals) by coordinating with outside immigration counsel

  • Track visa status, deadlines, and compliance requirements to ensure continuity of employment and regulatory compliance

Ideal Qualifications
  • 5+ years of HR or People Operations experience, ideally in a startup or growth-stage company

  • Strong knowledge of employment law and HR best practices

  • Experience working in a regulated environment, including exposure to export controls (e.g., ITAR/EAR) and/or immigration processes, in partnership with legal counsel

  • Experience handling employee relations issues and sensitive matters with discretion

  • Comfortable operating both strategically and tactically (this is a hands-on role)

  • Excellent communication, judgment, and organizational skills

  • Ability to build trust quickly across all levels of the organization

  • Experience in tech, engineering, or high-growth environments

  • SHRM-CP/SHRM-SCP, PHR/SPHR, or similar certification

  • Experience supporting distributed or multi-state teams

Even if you don’t meet 100% of the above qualifications, we are likely still interested in hearing from you. Hiring exceptional individuals is our #1 priority, and we believe that exceptional people often have highly unusual backgrounds.

We are also interested in carving out unique roles for unconventional people that we are excited about working with.

Reflect Orbital’s success will hinge on our team, which is why our compensation and benefits plan is designed to reward our employees and support their families as generously as we’re able.

What you need to know about the Los Angeles Tech Scene

Los Angeles is a global leader in entertainment, so it’s no surprise that many of the biggest players in streaming, digital media and game development call the city home. But the city boasts plenty of non-entertainment innovation as well, with tech companies spanning verticals like AI, fintech, e-commerce and biotech. With major universities like Caltech, UCLA, USC and the nearby UC Irvine, the city has a steady supply of top-flight tech and engineering talent — not counting the graduates flocking to Los Angeles from across the world to enjoy its beaches, culture and year-round temperate climate.

Key Facts About Los Angeles Tech

  • Number of Tech Workers: 375,800; 5.5% of overall workforce (2024 CompTIA survey)
  • Major Tech Employers: Snap, Netflix, SpaceX, Disney, Google
  • Key Industries: Artificial intelligence, adtech, media, software, game development
  • Funding Landscape: $11.6 billion in venture capital funding in 2024 (Pitchbook)
  • Notable Investors: Strong Ventures, Fifth Wall, Upfront Ventures, Mucker Capital, Kittyhawk Ventures
  • Research Centers and Universities: California Institute of Technology, UCLA, University of Southern California, UC Irvine, Pepperdine, California Institute for Immunology and Immunotherapy, Center for Quantum Science and Engineering
