The Cost Analyst Senior provides financial management support to the customer by preparing annual budgets analyzing financial performance and evaluating the impacts of programs and policies. They conduct cost benefit analyses ensure budget accuracy and compliance and produce clear financial reports and executive summaries across multiple funding lines. The ideal candidate brings extensive financial analysis experience within Navy or DOW acquisition environments and delivers accurate timely financial products to support customer leadership.

Must have a Secret clearance


Responsibilities

  • Provide advice and technical assistance in preparing annual budgets
  • Measure organizational performance and evaluate program and policy impacts
  • Examine budget proposals for accuracy completeness and compliance
  • Conduct cost benefit analysis to evaluate financial tradeoffs
  • Research financial and economic developments influencing spending
  • Develop guidelines and policies for budget formulation and maintenance
  • Coordinate financial activities across stakeholders
  • Manage finances across multiple funding types
  • Track budgets costs and variances
  • Produce executive summaries reports and financial analyses
  • Interpret and apply financial management principles processes and regulations
Qualifications

Required Qualifications

  • Master’s degree
  • Minimum of 10 years of professional experience in financial management
  • Demonstrats expertise interpreting and applying financial management principles
  • Experience analyzing budget proposals, cost data, and financial performance
  • Ability to coordinate financial activities across stakeholders

 

Preferred Qualifications:

  • Minimum of 3 years of experience supporting Navy or DOW acquisition organizations and producing cost products per PWS 5.1.15
  • Experience producing analysis for ACAT I–IV, AAPs, and Adaptive Acquisition Framework pathways
  • Project Management Professional (PMP) certification
