Job Duties and Responsibilities
Capture Management
Proposal Management
- Lead capture planning and execution for assigned federal opportunities, including development of capture strategies, call plans, and competitive assessments.
- Own capture for pursuits valued at $15M+ (or as designated), with responsibility for overall positioning, teaming, and pre-RFP engagement.
- Conduct pre-RFP shaping activities such as stakeholder mapping, market research, and early engagement with government decision-makers.
- Contribute to pipeline development by identifying and qualifying new leads in coordination with BD and leadership.
- Support and maintain opportunity tracking and forecasting tools (e.g., Salesforce, GovWin, internal trackers).
- Develop and maintain opportunity briefs, win themes, and SWOT analyses to guide pursuit strategy.
- Facilitate and contribute to black hat reviews, customer intelligence briefings, and capture readiness reviews.
- Drive capture-to-proposal transition, ensuring alignment of strategy, solution, and messaging across proposal volumes.
Proposal Management
- Manage full lifecycle proposal development for RFPs, RFIs, IDIQs, and task orders—ensuring compliance with solicitation instructions, evaluation criteria, and internal processes.
- Translate complex technical strategies into compelling, compliant narrative content across all proposal volumes (management, technical, staffing, past performance, etc.).
- Use AI-based tools to gather SME input and accelerate drafting, summarizing, and content organization.
- Coordinate internal contributors, SMEs, technical writers, and teaming partners across all phases of proposal development.
- Lead color team reviews, manage schedules and assignments, and ensure final proposal quality through rigorous editing and compliance checks.
- Maintain and update content libraries, resumes, and project descriptions to enable reuse and efficient proposal response.
Education and Experience
- Bachelor’s degree in English, Communications, Political Science, Public Administration, or related field.
- 5–7 years of experience developing and managing proposals for federal government agencies.
- Deep understanding of the federal acquisition lifecycle, with specific experience supporting proposals for DHS, FEMA, HHS, and HUD.
- Strong knowledge of proposal compliance, RFP analysis, and volume management.
- Proficiency in Microsoft Office Suite, Adobe Acrobat, and content management tools.
- Demonstrated experience using AI-based tools to support proposal development (e.g., drafting, summarizing, interviewing, or plan-building).
- Strong editing skills, with ability to refine technical and management content for clarity, consistency, and compliance.
- Exceptional communication and interpersonal skills; able to work across technical and executive teams as well as with external partners.
- Ability to travel up to 20% for kickoffs, oral presentations and team meetings.
