SUMMARY

 

The Director of HR Operations is responsible for leading and executing all day-to-day human resources operations across corporate and plant locations, ensuring operational excellence, compliance, and consistent service delivery. This role drives process improvement, standardization, and automation across HR functions while serving as a strategic partner to leadership on employee relations, performance management, and organizational effectiveness. The ideal candidate operates with a hands-on, roll-up-your-sleeves approach, balancing strategic leadership with execution to support the evolving needs of the business.

 

 ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other job-related duties may be assigned.

 

HR Operations Leadership

  • Oversee daily HR operations across all locations to ensure consistency, efficiency, and compliance
  • Lead, develop, and manage the HR team, including HRCs and HR operations staff
  • Establish and enforce standardized HR processes and service delivery models

 

Employee Relations, Engagement & Culture

  • Lead and oversee employee relations matters, including complex and sensitive investigations
  • Ensure investigations are conducted promptly, thoroughly, and in compliance with legal standards
  • Partner with Legal and external counsel as needed
  • Mitigate risk and ensure consistent application of company policies
  • Develop and implement programs to maintain positive employee relations and enhance employee engagement
  • Demonstrate a strong understanding of Company culture and act as a change agent to evolve the organization through HR initiatives and systems

 

Policy, SOPs & Compliance

  • Develop, update, and maintain HR policies, SOPs, and the employee handbook
  • Ensure compliance with federal, state, and local employment laws across all locations
  • Conduct audits of HR practices and implement corrective actions
  • Lead compliance-related training initiatives

 

HR Process Improvement & Automation

  • Identify and implement opportunities to streamline and automate HR processes (Paycom and related systems)
  • Drive continuous improvement to enhance efficiency, accuracy, and scalability
  • Partner with IT and Finance on system enhancements and integrations

 

PAF (Personnel Action Form) Management

  • Oversee the full lifecycle of the PAF process from initiation through final approval
  • Ensure accuracy, proper approvals, and alignment with compensation structures
  • Implement process improvements to reduce manual work and approval bottlenecks

 

Compensation & Performance Management

  • Lead compensation programs, including salary structures (grades and ranges), merit increases, and market benchmarking
  • Oversee performance management cycles through Lattice, including calibration and rating alignment
  • Ensure consistency, fairness, and alignment with business objectives

 

Bonus & Incentive Programs

  • Manage the design, administration, and execution of bonus and incentive programs
  • Partner with Finance to ensure accuracy and alignment with approved budgets
  • Oversee validation and audit processes prior to payout

 

Workers’ Compensation Management

  • Oversee Workers’ Compensation program, including claims management and vendor coordination
  • Partner with Safety and plant leadership to reduce risk and improve return-to-work outcomes
  • Monitor trends and implement proactive cost and risk reduction strategies

 

HR Systems & Data Management

  • Ensure integrity and accuracy of HR data within Paycom and related systems
  • Oversee reporting and analytics to support business decisions
  • Drive system optimization and proper configuration of HR modules

 

Leave of Absence & Compliance Oversight

  • Oversee administration of FMLA, CFRA, ADA accommodations, and other leave programs
  • Ensure consistent application and reduce compliance risk across all locations

 

Audits & Risk Management

  • Assist with internal and external audits, including compliance, payroll, benefits, and regulatory reviews
  • Partner with Finance, Legal, and external auditors to ensure accurate documentation and timely responses
  • Identify gaps and implement corrective actions to mitigate risk

 

Organizational Support & Strategic Partnership

  • Serve as a key advisor to leadership on HR operations, compliance, and risk management
  • Support organizational changes, restructuring, and workforce planning
  • Partner cross-functionally with Finance, Legal, and Operations.
  • Identify training and development needs across the organization and partner with the Learning & Development Manager to implement programs and identify appropriate

SUPERVISORY RESPONSIBILITIES:  This role has supervisory responsibilities.  There are 3 direct reports.

QUALIFICATIONS

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily as listed above as well as below:

  • Strong knowledge of HR laws, compliance, and best practices.
  • Experience with Paycom, Power BI and other data management tools.
  • Excellent problem-solving, analytical, and communication skills.
  • Ability to work cross-functionally and manage multiple priorities effectively.
  • Strong understanding of industry trends and strategies.
  • Excellent verbal and written communication skills, with the ability to collaborate effectively with team members and senior management.
  • Strong project management and organizational skills, with the ability to manage multiple priorities simultaneously.

 EDUCATION and/or EXPERIENCE

  • Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s preferred
  • 8–12+ years of progressive HR experience with strong HR operations focus
  • PHR/SHRM-CP certification preferred.
  • Experience in multi-site or manufacturing environments preferred
  • Strong knowledge of employment laws and compliance requirements
  • Experience with HRIS systems (Paycom preferred) and performance platforms (Lattice preferred)
  • Demonstrated experience in process improvement and HR automation
  • Strong leadership, problem-solving, and decision-making skills
