Currently, Brown and Caldwell has a job opportunity for a self-motivated consultant to join our growing air permitting and compliance team.  This position is an opportunity to provide technical support and leadership to teams providing air permitting and compliance services nationally and to help us fulfill our commitment to deliver client success on each and every project we undertake. Projects include permitting and compliance for private sector institutional, commercial, and industrial facilities, as well as municipal utilities. Engaging as part of an overall environmental compliance and permitting team is a key part of the role, including collaboration with other subject matter specialists to develop holistic environmental solutions.

We are seeking an individual interested in supporting the growth of our air permitting and compliance practice by leading and performing technical work, engaging in client facing work, developing technical tools, and mentoring staff. The individual will provide technical leadership and support on a national scale across all of BC’s business units. The ideal candidate will have strong technical, written, verbal, and interpersonal skills.  We are looking for someone that is innovative, highly organized and capable of working with a diverse team of scientists and engineers on multiple tasks with competing priorities. The successful candidate will have a positive, can-do attitude; will be flexible and self-motivated, creative and well-organized, and quality-oriented with attention to detail.

The Air Technical Consultant role will lead regulatory gap analysis projects to identify and address compliance deficiencies. The role will manage the preparation and submission of permit applications, ensuring all regulatory requirements are met. The role will include conducting thorough multi-media environmental audits and assessments, and providing detailed compliance support and reporting. The role will also develop and implement tools and standards to enhance compliance and reduce environmental risks. The role involves overseeing projects, making decisions within broad guidelines, working independently, and occasionally supervising strategic issues.  


Responsibilities 

  • Review technical work performed by more junior staff. 
  • Conduct regulatory gap analysis to ensure alignment with legal and environmental requirements. 
  • Support strategic permit planning to secure necessary permissions for project execution. 
  • Prepare and submit permit applications in compliance with local, state, and federal regulations. 
  • Conduct multi-media environmental audits, assessments and reporting to evaluate compliance status. 
  • Provide compliance support and reporting to internal and external stakeholders. 
  • Support negotiations with regulatory agencies to resolve compliance issues and facilitate the permit procurement process. 
  • Engage in environmental liability and risk reduction through careful planning and effective risk management. 
  • Develop and implement necessary tools and standards to standardize operations and improve efficiency. 
  • Flexibility to adapt and execute various additional assignments based on evolving needs. 

Mentorship  

  • May provide mentorship, guidance, support, and knowledge-sharing to help less experienced team members develop their skills and grow within their roles. 

Skills and Competencies 

  • Proficient in regulatory gap analysis and strategic permit planning. 
  • Proficient in role-specific skills such as permit procurement, compliance management, and regulatory negotiation. 
  • Excellent problem-solving capabilities with the ability to resolve moderately complex situations. 
  • Strong ability in strategic decision making within broad guidelines and policies. 

Experience 

  • Typically, a minimum of 5 years of related work experience in compliance & permitting or related field is required. 
  • Moderate experience in working independently under limited supervision. 
  • Typically certified in the SMS Framework, and progressing through the SMS competencies. 

Education 

  • A bachelor’s degree in environmental science, engineering, or related field or equivalent experience is required. 

Preferred Skills and Experience

  • Minimum of 10 years’ experience in performing air quality permitting and compliance work with including technical work, client engagement and business development.
  • Clean Air Act permitting (including Title V, Title V, PSD, Nonattainment NSR) and compliance experience.
  • Knowledge of local, state and federal air emissions regulatory frameworks. 
  • Understanding of the NSPS and NESHAP Federal regulatory programs .
  • Ability to lead air dispersion modeling projects.
  • Experience with greenhouse gas emissions inventory and reporting.

Salary Range: The anticipated starting pay range for this position is based on the employee’s primary work location and may be more or less depending upon skills, experience, and education.  These ranges may be modified in the future.  

Location A: $95,000 - $129,000
Location B: $104,000 - $142,000
Location C: $114,000 - $155,000
