SUMMARY

The Acquisition Training Specialist V provides acquisition training materials, maintains training databases, operates the Learning Management System (LMS), conducts training, collects and analyzes training class feedback, responds to Service Desk inquiries that require training refresher, and creates desk guides.

All candidates must be able to obtain and maintain a Secret clearance, as well as pass a drug screen and background check.



ESSENTIAL REQUIREMENTS

Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.


Expert-level experience leading acquisition, procurement, contracting, or federal training programs.


Expert knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) including the Revolutionary FAR Overhaul. Experience with Navy Marine Corps Acquisition Regulation Supplement (NMCARS), Other Transaction Authority (OTAs), and Construction contracts.


Demonstrates the ability to design and manage complex training strategies and curriculum frameworks.


Demonstrates deep understanding of acquisition processes, procurement policy, and adult learning methodologies.


Maintaining content in Atlassian Confluence, Navy Electronic Procurement System (ePS) (or similar contract writing system), Procurement Integrated Enterprise Environment (PIEE) applications (to include Clause Logic Service), and Cornerstone LMS.


Understanding of various acquisition methods and contract types, including commercial and non-commercial acquisitions, fixed-price contracts, and cost-reimbursement contract types.


Acquisition lifecycle expertise to include contract closeout and unliquidated obligation (ULO) modification procedures.


KEY DUTIES AND RESPONSIBILITIES

Essential Duties and responsibilities include the following.  Other duties may be assigned.


Creates acquisition training material, maintain training database, conduct training, respond to Service Desk inquiries that require training refresher, create desk guides.


Manages training logistics, advertise training opportunities to stakeholders, operate the Learning Management System (LMS), and collect and analyze training class feedback.


Quickly digest procurement policy updates from the Department of the Navy (DON) and Department of War (DOW) and create relevant, concise, applicable, and engaging training courses and self-help materials or videos to train staff and keep them abreast of the ever-changing regulations.


Leads the overall strategy, planning, development, implementation, and evaluation of acquisition training programs.


Serves as a senior advisor for acquisition training needs, curriculum design, training modernization, and workforce learning solutions.


Oversees creation of high-impact training courses, desk guides, self-help tools, videos, job aids, FAQs, and other performance-support materials.


Rapidly evaluates procurement policy and regulatory updates from applicable federal sources and guides development of timely training responses.


Establishes standards for training content quality, instructional design, LMS usage, feedback analysis, and training records management.


Leads cross-functional collaboration with acquisition leadership, policy teams, system owners, Service Desk teams, and subject matter experts.


Oversees LMS course architecture, catalog management, reporting strategy, training completion tracking, and data quality.


Uses training metrics, feedback results, Service Desk trends, and stakeholder input to identify learning gaps and recommend program improvements.


Leads major training rollouts related to policy updates, system changes, process improvements, or acquisition workforce initiatives.


Mentors and guides training specialists across all levels.


Develops executive-level reports, briefings, dashboards, and recommendations related to training performance and workforce readiness.


Supports continuous improvement, innovation, and modernization of training delivery methods, including eLearning, microlearning, virtual instruction, and self-service resources.

 

EDUCATION AND EXPERIENCE 

Master's degree in a related field, and a minimum of ten or more  (10+)  years as a Department of War (DOW, formerly DoD) contract specialist (1102 job series), or equivalent combination of education/experience. 


Minimum of 5 years of adult learning, knowledge transfer, and course preparation relevant experience within the previous 15 years


DAWIA Level II, Contracting Professional Certification, Certified Federal Contract Manager (CFCM), or equivalent


Expert-level experience with DOW acquisition policy, practices, and procedures


Expert-level experience with Defense contractor industry business practices/procedures


Expert-level Technical understanding/credibility interpreting federal/DOW acquisition regulations via oral and written communication


PHYSICAL DEMANDS 

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $107,400 to $130,000 with the final offer contingent on location, skillset, and experience.
