Owns state and local regulatory permitting for domestic cloud seeding programs. Responsibilities include scoping requirements, preparing and shepherding permits and licenses, coordinating environmental and water-resource approvals, managing NOAA and state reporting, maintaining compliance calendars and authorization records, and advising program teams. The role also develops regulatory playbooks, builds agency relationships, supports new-state feasibility evaluations, and drives continuous improvement of regulatory submissions.

Design, prototype, machine, and test high-velocity nozzles, aerosol generators, powder feeders, and pneumatic systems for liquid and dry-powder dispersion. Develop multiphase flow hardware under aerospace size, weight, and power constraints, integrate systems into UAS payloads, characterize particle and droplet sizes, and rapidly iterate designs using experimental data and computational modeling.

Lead end-to-end procurement and sourcing for production parts, including supplier qualification, negotiations, delivery tracking, expediting, and supply chain risk management. Manage supplier relationships, procurement activity in NetSuite and Cofactr, and cross-functional coordination with engineering, production, and logistics. The role requires securing cost, capacity, and lead-time performance while bringing structure and urgency to a growing startup environment.
