Leads regional WIOA workforce-development operations across Washington locations and potentially additional markets. Oversees budgets, financial and quality outcomes, compliance, customer relationships, funding-source partnerships, contract bids, corporate initiatives, and local executive directors. Drives market growth, strategic execution, performance improvement, and accountability while traveling regionally to support operations.

Provides intensive case management and career counseling for WIOA Adult and Dislocated Worker participants. Conducts intake, eligibility assessments, employment planning, job readiness support, training referrals, job development, and follow-up services. Maintains participant records in CalJOBS, processes supportive service and training requests, ensures WIOA compliance, and collaborates with workforce partners. The role serves up to 80 active participants, requires Spanish fluency, and may involve local travel throughout Orange County.

Ensures compliance with workforce policies, maintains case files, conducts workshops, uses labor market information, collaborates with workforce partners, and supports participants through employment and retention.
